September 10. 1996 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, September 10, <br />1996, there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn I11, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, to approve the minutes of <br />a Called Meeting on August 26, 1996; a Called Meeting on August 27, 1996; and a <br />Regular Meeting on August 27, 1996, and was adopted by unanimous vote. <br /> <br />96-311 - Proclamation presented to Page McGaughy for "Constitution Week." <br />96-312 - Non-Agenda Speakers <br /> <br /> 1. Cornelius Long, 216 Owens Street, spoke on property purchased-from City of <br /> Portsmouth in August, 1994. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington Park. <br /> <br /> Motion by Mr. Griffin. and seconded by Mr. Martin, to suspend the rules of <br /> order to allow Minister Zaidi two additional minutes to speak, and was adopted by <br /> unanimous vote. <br /> <br /> 3. Minister Rafiq Zaidi, 506 Dinwiddie Street, on HOPE funding for residents of <br /> Washington Park. <br /> <br /> 4. Louis Whitehead, 4415 County Street, spoke on the road construction on <br /> Portsmouth Boulevard <br /> <br /> 5. James Griffin, 1528 Maple Avenue, spoke on various capital improvement <br /> maintenance concerns. <br /> <br /> Motion by Mr. Pitts and seconded by Mr. Clemons, to suspend the rules of <br /> order to allow Joseph Battle, who arrived late, to speak before City Council, and was <br /> adopted by the following vote. <br /> <br /> 6. Joseph Battle, 1812 Effingham Street, on the property value for the homes on <br /> Effingham Street. <br /> <br /> - CITY MANAGER'S REPORT - <br /> <br /> 96-313 - A. Ordinance to appropriate $577,671, with $75,053 from the Public Utility <br /> Capital improvements Fund and $502,618 from the Capital Improvements Fund, for <br /> Phase IV of street improvements in the Brighton\South Portsmouth area. <br /> <br /> B. Motion to award a construction contract to Peters and White <br /> Construction Company. <br /> <br /> "The 1996-01 Capital Improvement Plan includes funds for ongoing street <br /> improvements in the Brighton/South Portsmouth area. Bids were received on August <br /> 8, 1996 for Phase IV of this project, which includes installation of sidewalks, curbs <br /> and gutters, road widening, drainage, and upgrading water and <br /> sewer. The project area includes improvements to Lansing, Wilcox and Marshall <br /> Avenues. <br /> <br /> <br />
