November l~th, 194~. <br /> <br /> Notion of Mr. Howard to add Mr. Parrish's increase to $50.00 and concur in <br />the Manager's recommendation, was adopted. <br /> <br /> 6th - "Police Officer R. W. Braswell <br />of our cbuntry, since July, 19~2, and has returned to the <br />Police Department." <br /> <br />hasbeen on furlough in the service <br />City and reported for duty in the <br /> <br />On motion ordered filed. <br /> <br /> 7th - ~You r~ferred to me the question of children entering the local <br />A.B.C. stores and I would like to rea~ you the attached letter from Mr. R. McBullington, Chair- <br />man of the State A.B.C. Board.." <br /> <br /> Attached - "This will acknowledge receipt of your letter of October 3Oth, advising <br />that the Council will appreciate any steps which could be taken bythi-s Board to restrict chil- <br />dren from entering State Stores. <br /> So far as I know, ~here is no law or rule or regulation of~ ~e Board which <br />prohibits children entering State Stores." <br /> <br />On motion of Mr. Howard, the Tollowing resolution was adopted: <br /> <br /> "Be it Resolved by the Council of the City of Portsmouth, <br />Virginia, that the Virginia Alcbholic Beverage Control Board be <br />and it i~ hereby requested ~o pass and enforce a ~ule which will~ <br />prevent children under the age of six teen years from entering <br />the stores or sales rooms of the Alcoholic Beverage Control Board <br />within th~ O~ty or'Portsmouth.~ ~- <br /> <br /> 8th.- ~There was offered in the General Assembly House Bill 185, on Febru- <br />ary 5th, 1940, an enabling act authorizing ~he creation of mosquito contro~ Work. <br /> <br /> ~ We~have included $~,000.00 in the regular~budget for this work and <br />if prase~t annexation limits are 6ompleted, for the greater Portsm~u~hm'area, it ~ill require an <br />additional$5,OO0.O0 <br /> In my opinion, such a commission is~very desirable ~nd necessary <br />and will enable us to receive twenty-five ocr cent grant a~sistance from t~he State." <br /> <br />Motion of Mr. Howard to refer to the~19~6 budget~ was adoD~ed. <br /> <br /> 9th - "The City of Portsmouth, the Virginia ~meltinE Company and Norfolk <br />County entered, into an agreement on April 25th, 1944, in She ~mount of $30,000.00,to be paid <br />one-third eachby participants in the agreement. <br /> It will be impossible to have the wor$ completed at this price and <br />the Smelting Campany and Norfo~lk County have both signified their willingness to,appropriate <br />additioaal money to finish this line. <br /> It is my suggestio~ and recommendation that an additional $5,000.00 <br />be appropriated from the Water funds, which ~ill be met by a like am0~nt from each ofthe two <br />other co-signers of the contract, with authority from you to draw an agreement whereby all of <br />the~conditions based~on the contract of $10,OO0.00 each ~iI1 be modified by an increase'of <br />fifty per cent each to take care of the added co~t.~ <br /> <br /> Motion of Mr. Howard to concur in the ManaEer~s recommendation and to place <br />an appropriation of $5,000.00 for said purpose from the Water Fund on its first reading, was <br />adopted. ~ <br /> lOth - ~Mr. George T~ McLean has given the Cit~y four lots a~ the northwest <br />corner of Fourth Avenue and Queen Street. This will enable the City to ~lace tennis courts he~ <br />and complete this much-needed project. Will you please officially accept these lots and con <br />vey to Mr. McLean the City's appreciation?~ <br /> <br /> Motion of Mr. Wilson that the Clerk express the thanks of the C~y to Mr. <br />McLean for his Eift, was adopted. <br /> <br /> llth - "Bince July 1st, 1945, the following salaries <br />by the ~ouncil and I would appreciate an appropriation of $700.00 Zo meet <br />in the budget: <br /> <br />have been increased <br />the increases placed <br /> <br />2 assistmut Chiefs of Fire Department <br />i Police Inspector <br />I DetectiVe ~ <br />i Assistant Electmician <br /> Judge of Civil & Police Court <br />City Manager <br /> <br />180. Fox Gr~imes, Howard· Lawrence, Stu, tevan~ Warren, <br /> We iseman, Wilson <br /> Nays: None <br /> <br /> 12th - "The two attached letters have been ~eceived from George Van Leeu- <br />wen of the firm of Rudolph, Cooke and Van Leeuwen, relative to con~erting ~wo of ~he Carver <br />Dormitories into a colored hospital. <br /> We will start our budget- for 1946 tonight and I will make a care- <br />ful study to see if the City can construct the hospital in 1946.~ <br /> <br /> <br />
