Fox, George L.Grimes, James N. Howard. Frank D. Lawrence, <br /> E. Robie Sturtevant, C. E. Warren, H. Earl Weiseman, Pearle J.Wilson <br /> and Arthur S. Owens, City Manager. <br /> <br /> Minutes of regular meeting held October 26th were read and approved. <br /> <br /> On motion of Mr. Weiseman, the privilege of the floor was granted Mr.W.T. <br />Parker, Attorney for taxicab owners, who requested consideration of the taxicab ordinance, <br />which was amended and agreed to by the Manager. <br /> <br /> The Manager stated he would reoort on said ordinance aU next meeting. <br /> <br /> Mr. Howard, Chairman of the T~ansportation Committee, stated that the <br />schedule and routes of the Portsmouth Transit Company, whihh the City Council granted a thirt~ <br />day trial, seemed to be opergting on the whole satisfactorily, with some ~items to be smoothe~ <br />out. A meeting of the Transportation Committee and the Transit C~mpany would be called f6r <br />purpose. <br /> The following communications from the C~ty Manager were read: <br /> <br />Recreation: <br /> <br />lst- <br /> <br />"I am in receipt of the following ~elegram relative ~o Project VA ~4 M 15- <br /> <br />'~xtension of Project VA ~M 15 will be approved through <br />December 3l, 1945,and allotment increased ~o $1~,532. <br /> <br />Henry J. Sullivan, Division, Engineer, <br /> Federal Works Agency!~ <br /> <br /> On motion ordered filed, <br />*see Pg.]2 <br /> 2nd - ~Atlthe~sugggstion of Councilman Howard, you referred to m~ the question <br /> of the experience of other 6ities where manually operated railroad crossings were changed ~o <br /> automatic devices. <br /> The League of Virginia Municipalities compiled information for me and to <br /> the best of my knowledge and advice the automatic devices have proven safer." <br /> <br /> Motion of Mr. <br />tic flashing light signals <br /> <br />Weiseman that the Seaboard Air Line be authorized to place automa- <br />at oo.~nts requested, was adol~ed. <br /> <br /> 3rd - "We have completed our project VA h~-396 - the Lake Kilby- Lake Cahoon <br />connecting water li~e, and the Federal~ Works Agency has asked us'to officially accept it. ~ill <br />you please adopt the attached re~olu~ion of acceptance?" <br /> <br />Resolution <br /> <br />"~qEREAS, theLake Kilby - Lake Cahoon connecting water line, <br />Project VA 44-396, has been completed to the satisfaction of <br />the City Manag~er and all contracts completed, and <br /> WHEREAS, this project has been approved and accepted by the <br />Federal Works A~ency, through it~ Norfolk representatives, <br /> NOW, THEREFORE, Be it ReSolved ~hat the Council of the City <br />of Portsmouth, Virginia, hereby accepts the project as com <br />pleted, 'subJec~ to all of the terms and conditions of the con- <br />tract and grants necessary time extensions without liquidated <br />damages and therefore authorizes the proper officers of the <br />City to execute and sign ~he necessary documents, subject to <br />the approval of the Federal Works Agency," <br /> <br />On motion of Mr. Warren, said resolution was adopted and by the following vote: <br /> <br />Ayes. Fox, Grimes, Howard, <br /> Weiseman, Wilson <br />Nays: None <br /> <br />La~ence, Sturtevant, Warren, <br /> <br /> 4th - "We are anxious to remove the monument at Washington and South Streets <br />for safer traffic and you authorized me to do this some time ago, provided there was no objec- <br />tion. Although I have given repeated publicity to the desire to move the. monument to the City <br />Park, up to the present time, there has been no objection. <br /> Unless there are objections between now and the 23rd of November, the <br />monument will be moved to the ~ity Park.~ <br /> <br />On motion ordered filed. <br /> <br /> 5th - "The following letter has been received; from Mr. George <br />Chairmah of the City Electoral Board, and due to the excessive mmount of w~rk <br />Board, in my opinion, this increase is Justified: <br /> <br />R. Parrish, <br />required of thi <br /> <br /> 'Due to an unusual increase in the work of the Electoral <br />Board for the past year, I respectfully~request that you <br />make compensat~6n for Mr. Boa~wright $1~5.00 and that of <br />Mr- Crismond $50.00. Their present pay is $100,OO and <br />$30.00 per year, respectively.'" <br /> <br /> <br />
