<br />TAXICAB ORDINANCES. The State Code should be amended to authorize towns and counties,
<br />as well as cities,' to enact taxi~ab regulations. It is understood that a recent court
<br />decision may have the effect of invalidating many town taxi regulation ordinances un
<br />[ess the G0~ 'is amended ~0 remedy ~fi~apparent 6~ersight in not including towns and
<br />counties in ~ pr0v~ioh to authorize the Cities to enact reasonable regulations gov -
<br />erning the operation bf taxicabs..

<br />3- AVIATION. Legislation should be enacted to aid in the development of the aviation
<br /> industry, and at the same time, properly protect the oublic interest. Legislation
<br /> shohld assure the adequate financing of airport construction and airport operation,
<br /> and make.certain that Virginia and its lbc~l political subdivisions c~n meet Fed-
<br /> ~ral requir~ment's fo~ grants of Fed~e~al msh~eS for airport construction, including
<br /> adequate provision for air, ort Zoning.

<br />4. BEER AND WINE SALES. The Alcoholic Beverage Control Act should be amended to per-
<br /> mit cities and towns to require inclusion of beer and wine _sales in the volume of
<br /> business'reported by retail merchants ahd restaurants a~'a basis for assessing li -
<br /> cerise taxes. The Gommonwealth now requires such inclusian, but apparently through
<br /> an oversight the~Io~alities were nbt i~clud~d'~n'this provision. ·

<br />5. FINANCIAL STATISTICS. Provision should be made for the incision of financial sza-
<br /> tistics f~r the municipalities in the comparative costs of local government published
<br /> anhually by the s~ate Auditor of Public Accounts."
