It seems desirable that our <br /> Council should discuss these requests ~ud take necessary actio~ in o'rder that our representa- <br /> tives may be advised of the City's position.,~ <br /> <br /> "LEGISLATIVE PROGRAM FOR 1946 ADOPTED BY OFFICIALS OF THE <br /> CITIES AND TOWNS AT THE ANNUAL'CONVENTION OF THE LEAGUE <br /> OF VIRGINIA MUNICIPALITIES, OCTOBER 22nd, 1945. <br /> <br />1. FINANCES. Consideration has been given ~o the need for additional revenues in the cities, <br /> towns and counties. The facts demonstrate an urgent need~for additional revenues in some <br /> form~ in· many of the municipalities~ durin~ _ the ~oostwar· ~oeriod ~n ..... o~d~ to meet large de- <br /> ferred maintenance demands and postwar capital outlays as~ well as for the purpose of financ- <br /> ing increasing local governmen, t Services demahded by the ci~ikens. Increased revenues ac- <br /> cruing to the Commonwealth during the war years have enabled the Sta~e to earmark adequate <br /> funds with ~hioh to pay off the,existing State debt, and to earmark fun~s for postwar <br /> public wor~ proJect~ without t~e issuance ~f~Stat~ bohdsl T~ localities, on the 'other <br /> hand, have not enjoyed increased revenues to the extent that it has been possible for them <br /> to follow the State's example, as much as many of them undoubtedly would have desired to <br /> so. The~eTore, these obligations are ~tiI1 66hfron~ing the ~unicipalities with the true <br /> value of rea~ estate. ~he chief source 'of local revenne, ~howing 1Lttle, if any. increase <br /> in'the-.pa-st 'd~ade s~n~C~- 193'~ <br /> I~ is fel~ tnat thzs s~tUation is of interest to the Oom- <br /> monwealth as well as t~ the local political subdivisions, and that a more equitable distri- <br /> bution of State and local revenues can be made withont distnrbing to any gr~at exten~ the <br /> principl~ of segregation, and without uAduly burdening the'Commonwealth. The following <br /> financial suggestions are made: <br /> A. Two-thirds of the profits of the beer~excise tax should be distributed to the <br /> counties, citie~ and towns on the same basis as~the ABC profits are now dis - <br /> tributed. <br /> B. The capital tax'pollcy of the Sta%e should be altered so that localities can <br /> ~ax certain tangible property other than ~nventories, now classified as "cap- <br /> ital", as tangible ~ersonal proper-ry. <br /> C.The State appropria~i0n for the support of public free schools should be in - <br /> <br /> <br />
