<br />an agreement with the Federal Works Agency for these advance engineering funds."

<br /> "The City of Portsmouth, the Virginia Smelting Company and Norfolk 'County
<br />entered into an agreemen~ on ~oril 25th, 19~k, in the amount of $30,000.00, to be paid one-
<br />third each by participants in the agreement.
<br /> It will be impossible tO have the work completed at this price and the
<br />Smelting Company and Norfolk County have both signified their wlllingness to appropriate ad-
<br />ditional mon6y to finish this line.
<br /> It is my suggestion and recommendation ~hat an additiona~'$5~OOO.OO be
<br />appropriated from the Water Funds, which will be met by a like amount from 8a~h of the two
<br />other co-signers of the contract, with authority from you to draw an agreement whereby all of
<br />the conditions based on the contract of $10~OOO.00 each will be modified by an increase of
<br />fifty per cent each to t~e care of the added cost."

<br />of the City df Portsmouth, requesting it ~o pass and enforce a rule to preventchildren under
<br />-the age of ~ixteen from ent'ering the stores or sales rooms of tD~ Board within the City of
<br /> Portsmouth.
<br /> The Board directs me further to advise you that after careful consideration
<br /> of the Resoldtion of the Council and of the powers and functions of'th~ Board, it is of the
<br /> opinion tha~- if legislatio~ of this character is Zo be enacted, it should-not be bY the Board,
<br /> but by the General Assembly of Virginia, which has already dealt wi~h the subject of prohibi-
<br /> tion again~ minors in relation to the operation of the Virginia A~c~o~.Beverage Control
<br /> Act.
<br /> It may be added that neither drinking-nor selling to minors is permitted in
<br /> the stores, and tha~ during the entire life of the Board it has had no complaints of any fre-
<br /> quenting of the stores by minors or any:ba~ results therefrom.
