November PTth dered and discussed the question of whether or not there is a public need for common carrier passenger service by motor. vehicle between Portsmouth and Virginia Beach, over the above described routes and is of the opinion that there is a public need Tot such trans~ortat-ion and that such transporta- tion will greatly serve the convenience of ~he public;and, WHEREAS, the 0ouncil of the City of Portsmouth is familiar with the common carrier service being rendered by Norfolk Southern Bus Corooration between Norfolk and Virginia Beach and in the Norfolk, Portsmouth and Virginia Beach area and the Council is fully justified in believing that Norfolk Southern Bus Corporation is and willing to render reasonably adequate and continuous common carrier passenger service by motor vehicle over the route and between the points above de- scribed; NOW, THEREFORE, BE IT Resolved that the'Council of the City of Portsmouth respectfully recommends that the State Corpora-- tion 0ommission grant the application of Norfolk-Southern Bus Corporation to operate as a common carrier by motor vehicle for the handltug of passengers between the City o f Portsmouth and the Junctions a~ O.k. Highways Nos. 13 and 58 over ths~above demcribed routes. Be it further Resolved that copies of this resolution be transmitted to the State Corporation Commission and to Norfolk- Southern BusCorporation." November llth, 19~5, On motion of Mr. Howard, said resolution was adopted. 2nd - "We are in receipt of Sergeant AK T. Porter's resignat.ion, which has been accepted.'~ dated On motion filed. 3rd - "We are in receipt of a request fmom t~e Wayside Market for per- mission to attach their sewer lines to the City's. They have inclosed a check for twenty- five ($25.00) dolla~rs and I am recommending that I be authcmized to allow the connection for this amount, ~With a proviso that in the event that added charges are made for sewage treatment either by the City of Portsmouth or the Hampton Roads Sanitation 0ommission, will be in addi- tion to the present'amount." Motion of Mr. Grimes to concur in the Manager's recommendation,was adopted. ~th~- "Will you please place on its first reading, ~An Ordinance to Regulate-the Licensing and Operation of Taxi-Cabs and For-Hire Oars on the Streets of the City of Portsmouth'~'' On motion of Mr. Howard, the Manager's recommendation was concurred in. 5th ~The National Marine League of which the local association is a member, has requested the Oity's permission to use the nom~hwest corner of Washington and Hig~ Streets for the displaying .of a Japanese airplane. They will have the plane in a tent that will necessitate using a portion of the sidewalk and some of the street. I have given permis- sion for this worthy cause and I would appreciate your concurrence in my decision.~ Motion of Mr. ~Sturtevant to concur in the Manager's recommendation, was adopted. 6th - "It is necessary for us to secure legal assistance for the City Attorney during the coming annexation.proceedings, and I would like'authority to employ addi- tional aid." ~Motion of Mr. Howard to concur in the Manager's recammendation, was adopted. lth - ~I am recommending that the regular Council meeting scheduled for December llth, be changed to December 18th, at which time.there will be a publichearing on the 19$6~bu~get, and the meeting Of December 25th be moved to December 26th, 19~5."
