the allegation that this monument is a~affic hazard, and
WHEREAS, We, as citizens conscious of our civic duty, wou~ vig-
or any other conditions in our City, but
WHEREAS, We are of the unanimous opinion that this monument in its
present Location does not in any manner constitute a hazard to traf-
fic, but in fact serves as a factor of safety and contributes to the
tion, and
WHEREAS, We, as an organization, are veterans of two wars and hold
in the greatest respect and reverence the memorials to the dead of
The following letter was read and referred to the City Manager with power

act:

"Will you explain why I had to pay fo-r a full year city license for my
automobile plus a penalty ~ 58 cents, ~hen my car was used for government business and I
had Coast Guard license until I was reldeved from the service, within five days from my
release I applied for city license, paid for a full year plus penalty. Remember I did not
get a ticket, I applied for l~cense within five days of my release and talked to you in per-
son regarding this matter.
Now another officer did not have city license on his car, he received a
ticket from one of the city officials, he was allowed to buy his city license on pro-rated
basis with no penalty when he called at your office. This only hapoened within the last fo u~
or five days. Can this be explained to the satisfaction ~f the Cit~ Council and myself? I
bought my license and paid the penalty with a smile thinking that I was entirely wrong and you~
were right, since the other officer bought his l~ense on pro-rated basis less penalty, it
does not make sense.
An explanation to the writer and City Council will be appreciated, you o~
myself are entirely wrong and I would like to know which one of us are within the law.

Very truly,

B.C. Appleby,
102~ Naval Avenue."
