<br />Mr. Weiseman offered the following resolution:

<br />"BE IT RESOLVED by the Council of the City of Ports
<br />mouth, Virginia, that the 0ity Manager of the City of
<br />Portsmouth, be and he is hereby directed to notify the
<br />Virginia EleCtric and Power Company before the last
<br />day of December, 1945, that the City of Portsmouth is
<br />terminating, at the end of the firs~ term of ten years,
<br /> the contract entered into between the City of Ports -
<br />mouth and the Virginia Electric and P~er Company, bear-
<br />ing date of November 6, 193~ snd relating to the conver-
<br />sion from steam to electric power of the City Water Pump-
<br />ing Station at Godwin and Putter Streets and for the pur-
<br />chasing by the City from the said company and the furnish-
<br />ing by the Company to the City of electric current for all
<br />the electrical requirements of the City for municipal pur-
<br />poses."

<br />On motion of Mr. Weiseman, said resolution was adopted.

<br /> The following Ietter was presented by the City Manager:

<br /> "In adopting our budget for 1946, I feel that I would be remiss in
<br />my responsibility ~o you unless I warned of the uncertain~y of incomes during 19~6. Costs are
<br />s~ill increasing, salaries are high and equipmen~ is at a premium, nevertheless, our incomes
<br />can not keep pace with these demands.
<br />We are faced wiZh one of three factors: we must increase our taxes,
<br />reduce services or find added incomes if we hope to maintain the present level of our services.
