February 12th, 19[~6. is caused by the resignatio2 ofAubrey Dunnavant.~ On motion ordered filed. 7~h -~ "A$ our regular meeting on January 22nd, you authorized me to at-~ tend a Civil ~er~naut~s Board hearing in Philadelphia, relative to securing an air line from I Baltimore to ~or~smou~n. ~ I attended this hearing with representatives of the Chamber of Commerce and presented our plea to the Board~ The Board has not made public its findings or recom~endations and it will probably be ninety days before this is done. However, I will keept you informed as to progress.~ On motion ordered filed. 8th - "Will you please place the following ordinance on its first read- ing: '~N ORDINANOE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY ANDMACHINERY, WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVERN- MENT AND THE PUBLI0 FREE SOHOOLS AND TO PAY INTEREST and SINKING FUND ON THE PUBLIC DEBT-FOR THE YEAR BEGINNING JANUARY 1st, 19~6.TM adopted. Notion of Mr. Lawrence to place said ordinance on its first reading,was 9th - '~The attached agreement between the Seaboard Air Line and the City of Portsmouth, relative to the use of certain land near the intersection of Griffin and Pine Streets, has been approved by the City Attorney and I would appreciate authority to execute ths agreement for the use of the land.~ On motion of Mr. Weiseman, said agreement was adopted. lOth - "I am in receipt of a letter from Phillip D. Freeman, Consulting Engineer, requesting an extension of thirty days on the preparation of plans~ and specifica- tions for Gander Creek Storm Sewer Improvements, known as Project VA 4~-P-8, for which the Federal Government has advanced us Engineering funds. - His request seems reasonable and I am recommending that the time be extended thirty days for the completion of the work. Will you please adopt the attached resolution?" Resolution - "WHEREAS, Phillip D. Freeman, Consulting Engineer on our Project VA 44-P-8, Gander Creek Storm Sewer Improvements, was to have completed his plans and specif~ cations by February 24th, 1946, WHEREAS, due to extremely inclement weather, which made outside work almost impossible and the said request appears to be reasonable, NOW, THEREFORE, Be it Resolved by ~he Council of the City of Portsmouth, that the said Phillip D. Freeman be granted an extension of thirty days for the collection of plans and specifications." On motion, said resolution was adopted. llth ~Frederick B. Hill, Certified Public Accountant, has completed his audit of past due real estate and personal property taxes, which you have authorized him to remove from the records. Since the work is now ~mplete, I am in receipt of the attached statement from Mr. Hill. It will necessitate an appropriation of this amount to be charged against the annexation cost." St at em ent "We are delivering to the City Collector our lists (comprising a large amount of detail) of the uncollected real estate and personal property taxes as explained in our letter of recent date. The cos~ of this work to us was more than $2,000.00 in the time of those actually engaged thereon, and not including any overhead expense. presenting our bill for this service, as follows: TO SERVICES: List~ing Tax Tickets as above ............
