February 12th, 19~6o <br /> <br /> Motion to place an appropriation of $1,750.00 for said purpose, on its <br />first reading, was adopted. <br /> <br />12th "The Federal Works Agency has agreed to consider advancing the <br />City funds for the engineering and preparation of plans on our Project VA ~-P-30 - Power Plan <br /> Under Section 5 of the George Reconversion Act, funds for engi- <br />neering and preparation are advanced to the cities, with a proviso.that in the event of con <br />struction, the funds are returned To the Federal Government. If construction is not completed <br />then the City is under no obligation to repay, <br /> Due to the policy of the Federal Works Agency not to assist com- <br />munities in utilities, they are requesting that in the event we do not construct this power <br />plant, that there would be an agreement to return the funds advanced which would be consistent <br />with their policy, but inconsistent with the.intent of the Reconversion Act. <br /> I am bringing this to you for discussion, with a request for in- <br />structions from you as to what procedure the City should follow." <br /> <br />Motion of Mr.Weiseman to lay on the ~ole, was adopted. <br /> <br /> 1]th - ~At the Last meeting of the Council, you referred to me the ques- <br />tion of water supply to Sunray and I found there are between fifteen and seventeen houses and <br />other buildings which will use the water supply, plus two hydrants, at a cost of $50.00 each <br />per year. <br /> It appears that the total income would be approximately ~220.00 <br />per year and I am now assembling data on the cost of pumps and chlorination equipment. Stanley Mundy and Company, under Docket VA ~4-i~1 <br /> Contract No. 6, has requested ninety-three days exten~ion of <br />time to their contract period due to delays, and, WHEREAS, These delays were unavoidable~ <br /> Be it Resolved by the Council of the City of Portsmouth, Vir- <br />ginia, that the said A. Stanley Mundy and Company be granted an <br />extension of ninety-three days on said contract, subject to <br />the approval of the Federal Works Agency.~ <br /> <br />On motion of Mr. Howard, said resolution was adopted. <br /> <br /> Report of City Clerk and Auditor for the month of ~anuary, was received <br />and ordered filed. <br /> <br /> The President announced the appointment of <br />Sturtevant on the Stsm~ding Committee, the appointment of which.was <br />on motion of Mr. Howard. <br /> <br /> The President announced the kppointment of Mr. <br />Planning Commission to succeed Mr. Jesse M. Over, on, resigned. <br /> <br />Messrs. Howard, Lawrence and <br /> authorized at last meeting, <br /> <br />George E. Perrott to the <br /> <br /> The following letter was read and on motion of Mr. Lawrence, referred to <br />the City Manager: <br /> <br /> "When the Maryview Hospital, aC Waterview, was constructed by the Federal <br />Government, it was with the understanding that this institution would provide hospital facili- <br />ties for all of the_people. This policy has not been carried out. <br /> In the operational policy of the Maryview Hospital, ~e are contending <br />that discrimination is being shown egainst the colored residents of this area in that this <br />hospital refuses to admit expectant mothers whose skins are dark; and colored doctors are not <br />allowed, to attend their patients who may enter the so-called colored Ward of this institution. <br /> The Young Men~s Civic Organization contends that this situation should <br />not and must noZ exist in a hospital which was built with public funds ~nd which was desig - <br />nated by the Federal Government to fill the needs of all the residents of the Portsmouth area. <br /> Colored citizens have repeatedly sought to obtain hospital facilities, <br />especially erected for colored people. The City of Portsmouth has several times applied for <br />Federal Funds with which to construct a colored hospital. Each time the application has been <br />turned down by the Federal Government; The Federal Works Agency holding that the Maryview <br />Hospital contains.ample facilities for the needs of all the people of the City and its viclni- <br />ties. <br /> We are, therefore, requesting that a section of the Maryview Hospital be <br />designated as a colored wing and that all facilities offered to white patients, doctors and <br /> <br /> <br />
