<br />kept by him on his premises, 703 Douglas Avenue, Portsmouth, Virginia, by stray dogs, on Feb-
<br />ruary 2nd, 191~6 and February 5th, 19',E6.

<br />hereto and made a part hereof.

<br /> ~The Norfolk City Council will meet a~ 3 P.M. on ~arch 19th ~o vote on
<br />daylight saving time for Norfolk.
<br /> Since Portsmouth's and Norfolk's activities are so integrated, a rather
<br />chaotic condition would result should Norfolk adopz daylight time and Portsmouth remain on
<br />standard time throughout the summer months. Therefore, I believe you will agree to the advisa-
<br />bility of Portsmouth accepting the same time system adopted by Norfolk. Your support to this
<br />plan will be greatly appreciated.
<br /> As far as our preference is concerned, we are heartily in favor of day-
<br />light saving time. Thanks very much ~

<br />ber of Commerce, at a meeting held this date, voted to recommend adoption of Daylight Savings
<br />Time this summer, beginning with fourth Sundayfin April,ending the. fourth Sunday in September,
<br />if the City Councils of both Norfolk and Portsmouth are in accord on the subject.
<br /> The Executive Committee believes that it would be wholly impracticable
<br />for either city to adopt the Daylight Savings Schedule if the other city voted against adoptio~
<br />It is hoped that both cities feel that adoption of the Daylight Savings Program is to the ad
<br />vantage of a majority of our people.
