<br /> "Mr. Louis B. Fine, 800 National Bank of Commerce ~B?ilding~ Norfolk,
<br />Virginia, is the owner of the entire block of real estate situated in the'City o f Fortsmouth
<br />botmded on the-north by Randolph Street, on the east by Washington Street, on t he south by
<br />Lincoln Str~eet,'and on the west by Green Street. This block i s bisected by the street known
<br />as Henry S~eet, running from east to west. This street has never been Qpened fo2 use and
<br />merely shows on various plats of this property; Mr. Fine proposes to ~re~t a store room and
<br />garage on this proper~y for the use of the Chemapeake and Potomac Telephone Company.
<br /> The above mentioned Henry Street has never been opened up and has never
<br />Been used, and i~ is earnestly requested that ~he~City Council close and vacate this street in

<br /> nos only to the fine City of Portsmouth, but to this grand

<br /> WHEREAS, the Ciby Gover~aent of Portsmouth earnestly
<br /> pleads .with those in authority that ~his Battery be le£~in
<br /> Portsmouth in order that the traditions may be continued,

<br /> the dignity of the orgm~ation continued
