iu~mlst 27~h, i946. <br /> <br />presented the following petition against chsnges i n Item <br /> <br /> -~'We, the undersigned citizens, p~opertyowners and 'residents of the <br />City o f Portsmouth, V~, living and having ou~mbode in and a round the 1800 block of South St. <br />Portsmouth, Vaj do hereby petition you~ Honorable Boa~d memb ers to deny the ~plication fo~ <br />Zoning the E;W. corner of the~ 1500 blocs of South St., whi ch ~i s s et fer hearing August 27th, <br />at 7:50 P.M., in the Co~mucil ?~amber, N~icipal Bldg., Portsmouth. Va. ~ereas the applicant <br />desires to change the present zor~ from Residential Class D to Commercial Cla~s <br /> Fizm~ty believing that smy such change of zoning would greatly affect <br />and retard the property values of ot~ homes and holdings~ <br /> That there is at the present enough connnerciat buildings and advantages <br />located in close proximity to our homes to serve our needs, without adding any more. <br /> That to change the present zone from Residential to Con~ereial would <br />create fire hazards and increase fire-insurance rates. <br /> That t~e noize, ~msightly buildings and the disorderly hangouts that <br />usually follow the commercial change, wouldg~eatly change our present home life and become a <br />detriment to ~the soci~ order and environment that we now enjoy in o~ homes. <br /> Therefore being ~indful of the many incidents and disadvsm~ges that <br />destroy the sanctity of ou~ homes by ~llowing commercial interests to invade the~re~idential <br />a~ea,~we the undersigned, do earnestly pray that yoU~'Board deny t ~e application,as ~entioned <br />above, and set ou~ signatures and seals hereto in protest to same. <br /> <br />(Signed) J. Lawrence that the ~epo_~t be laid ~u the table ~uutil next <br /> <br />meeting, was adopted, <br /> <br />The following communications from the City Manage~ were read: <br /> <br /> 1st - ~I would like to have the following ordinance placed on its <br />first reading at this meeting: <br /> <br /> "AN 0RDI~ANCE TO A~d~D AND RE-0F~AIN ~ ORDINANCE ENTITLED <br />'AN ORDINANCE PROVIDING FOR THE RETIR~E~.~T OF POLICEMEN AND <br /> FIEEMEN OF THE CITY OF PORTSMOUTH AN~ AUTHORIZING A PENSION <br /> FOR SUCH POLICEMEN AND FiRE~_~' BY ADDING THERETO A NE~ SECTION <br /> TO BE KNOWN AS SECTION 6-Ac" <br /> <br />was adopted. <br /> <br />Motion of Mr. Warren t o place said ordi~ce on its first readim~, <br /> <br /> 2nd - "Effective August ~6th, we started an-extension fire school for <br />the training of ou~ personnel a nd if any member of the Council is able to witness any of these <br />sessions, you will be~welcome between ten and twelve each dsy, Monday through Friday, f or the <br />next seven weeks.~ <br /> <br />On motion~dered filed. <br /> <br />0.B. Dunn to the rank of <br />to the position of ~nie~ <br /> <br />3~d - "Effective August 3~th, 1946, I am demoting Chief of Police <br />C~otain. <br /> Effective September 1st, 1946, I ~n re-appointing 0.B.Dtmn <br />of Police." <br /> <br />0n motion ordered filed. <br /> <br /> 4th "At the Council meeting on August 13th, you referred to m e a <br />~eport on the City Jail from the Buresn ef Corrections, and I s~ inclosing copy of a letter <br />which I have forwarded to the Chief of Police with a request that adequate m~thods be put into <br />effect to guarmutee that the ~ity ~f Portsmouth will not receive shy ~rther criticism." <br /> <br />0nmotionc~dered filed. <br /> <br /> 5th - "Due to a change of policy by the Federal Comm~m~cations Com - <br />mission with re£e~enoe to ou~ broadcasting system~ we will change our methods as soon as possi- <br />ble to improve service and efficiency. <br /> M~. Matthews conferred with officials of the Federal Communi- <br />cations Commission cm~ Thursday, August B~hd, and it is our pls_u ~ o put the broadcasting aerial <br />at the present fireheadqua~ters or to locate it in the City P~k. The cost of this change~ <br />which Will'~e bo~ne partly by ~unex~tion cost, will b e $7,500,00 and I would like your autho- <br />rity to proceed with th8 ~hange and a necessary ~opropriation f~om annexation FUnds for this <br />to come at a later date." <br /> <br /> Motion of Mr. S~rtevant to place an appropriation o f $?,500.00 or as <br />n~ch as necessary for said purpose, on its first reading, was adopted. <br /> <br /> '6th - "Effective August 26th, I have appointed Russell Vo Porter to <br />the regular Police force, for ~ orobat~onary period of foum months. Mr. Porter has met the <br />requirements of the Civil Servzo~ Commission." <br /> <br />On motion ordered filed. <br /> <br /> <br />
