<br /> Motion o f Mr. Hutchins to grant the privilege of the floor to offi
<br />cials of the Virginia Electric & Power Company, was adopted. Mr. Ross introduced Mr. Wood to
<br />the Council, who presented to the CoUncil the following:

<br /> "~e desire ~0 propose a new-ten yea~ contract between this Company
<br />and the City of Port~mouth covering the electPical requirements of the City.
<br /> This Comps~uy has furnished the major~ part of the State of Virginia
<br />with abundant and reliable electric service at reasonable'rates, and in'that manner has con -
<br />tributed largely to the outstanding industr~ai development of the State. The cities served by
<br />the Company have profited beca~tse 'of the a?ailabitity ~ ft~his service,~ as well a s by the indus=
<br />trial development in t he State. We are proud of ~having participated in the growth of Ports -
<br />mouth and trust that some proper plan may be developed by which ~his Company can continue to
<br />serve Portsmouth as in the past.
<br /> Any attempt to supply electric~ene~gy in Portsmouth in competition
<br />with the municipality would affect this C0m~any adversely, and~ do not believe that the City
<br />could possibly profit by'such competition. If o~ engineers or manaEement can'be of assistance
<br />to you in analyzing the probable cost of construction a~nd operation of the proposed city elec-
<br />tric system, we would be pleased to render you such ~ssistance in order that you might be more
<br />certain o f the result of the proposed undertaking.
<br /> This Company proposes that the City enter into a ten year contract
<br />with the Company covering the entire electrlcalrequirements of the City. Under this contract
<br />all electricity supplied th~ Cit~ between the hours of~9:00P~M~ and V:00 ~.M. each day for the
<br />operatmon of the Czty s water p~pzug plant, sewage pumpmng plant and $~wage disposal plan
<br />will be billed at the rate of one,half cent (½~)~per kilowatt hour.. This rate wmll no~ be ~ub-
<br />jeer to increase du~ing thc teen Of the ~cont~&ct, but th& Company will lower the rate mf other
<br />cities in the~State of Virginia a~e given a lower rate for simila~ service du~ing the te~nno f
<br />this contract. No other city in the State is presently enjoying a lower rate.

<br />$12,~00.00 which will other~ise become payable on January l, 1947, because of the City's not
<br />renewing for auothe~ ten yearte~m i~s present-contract for electric service with~the'Company;
<br /> " The Company at ~u esti~ate~ cost of approximately $800,000.00 will,
<br />as and' when requested by the C~ty, place all o f mts wires.and facmlmties along High Street from
<br />~he Fer~y ~Effingham Street in tmderground ducts, and~m~tl replace the present ~ ncrete
<br />poles in this a~ea with a modern street lighting system.
