This lookup is used <br /> fop the usual police deten~monof o._~enders ~,nen they amc first °arrested and it <br /> has the benefit of oonsta~ut police supervision. <br /> <br />BUILDING <br /> <br />This loc-~.p space is a cart of the jail building, it consists of five cells ~ud <br />prisoners~ corridor. ~h~se cells have niche toile~s and ~re attached to the s~e <br />plumging system that serves the jail. One of the niche toilets has been entirely <br />removed and plate metal has beenw elded in its place. ~uother one of the toilets <br />has a loose seat so that light can be seen coming tbmou~b, frmm ~he~pl~bing cor- <br />ridor. This cell space has been cleaned up'and painted since the last inspection. <br />There is an additional room that was built on to the main building whi&~_ now <br />serves as a congregate space for colored males. It originally had outside ~ndows <br />to the court or back yard that is formed between time Portsmouth City m~d Norfolk <br />County jails.~ It was fo~_ud that consaet w~s so easy between prisoners in this <br />section of the lookup and. outsiders in the yard that it was necessary to close <br />the ouvside ~_ndows by b~icking them up. This has shut off sil nat~a! light and <br />ventilation from this portion of the lockup. Two water closet type toiless are <br />installed ~n this lookup and they are continuously being picked to pieces by <br />dmunks and other troublesom prisoners confined in t his space. A wooden bench is <br />provided along one wall for prisoners to sit on.
