The jail is operated by the City Serge~t with the assistance of a staff of <br />personnel which is considered as competent. An inter-comm~uicationaud alarm system <br />is employed for the security of the j~l ~d good care appeared to be used in the <br />hmadling of keys* <br /> <br />SUPERVISION: <br /> Pull' time supervision is provided v~th a jailQr on duty inside the jail at all times. <br /> <br />,~RS 0NNEL: <br /> Observations: There are five jailors. <br /> <br /> Recoze~endation~: <br /> It is believed that a jail cook would be very much worthwhile in making better use <br /> of food supplies i n the preps_ration ~f meals. It is very difficult to m~intaln a <br /> good standard of cooking with the use of inmate cooks~ msmy of whom have to be <br /> trained, and it is a rare occasion to find a capeb!e cook among the inmates with <br /> sufficient sentence to be of much value as a jail cook. <br /> <br />D~SC~ LIlle. <br /> D£scipline is maintained through super~rmsmo__' ' <br /> ' ~ ' <br /> mndivzdual cells when n ~ " <br /> <br />BUiL~G_: <br /> <br />Observations: <br />This is a.five story b rick building with steel ~tairs. and concrete floors. <br />The jail occupies the fifth, fourth, third and second floors. On the fifth floor <br />at left there is a tier of ten c ells which has been divided into two sections of <br />five cells each. The first five cell section is used to house colored male juve- <br />niles. The second section of five cells is used for hall trustees. At the right <br />on this floor there is a cell section o f four cells; imuediately bellinil that is a <br />food storage room and be~hind the s tore room is the jail kitchen. The fo'~th, third <br />and second floors are alike with t[en cells one ach side placed back t o back on a <br />~.titity corridor', Each cell has a niche toilet sa~d a ha~d basin* A doz~.itory for <br />white male juveniles and two small im~ormary rooms are located at the fourth floor <br />level, The building is heated by stem~_, the lights are electric, The psintis <br />cream or ivory in color and is in fair condition* The painted surfaces in some <br />of the cells have been considerably marred by rust that has been caused by wa~er <br />coming through from the cells above. <br /> <br />ReCormllendations: <br /> <br />'Niches in backs of cells should be removed ~nd straight walls formed by welding in <br />metal plate thenv~'~reous china integrsZ seat j~ll toilets should be installed', <br /> <br />~QUIPMENT: <br /> Observatzons. <br /> There are metal~ lattice foldao_e wall b~aks in cells~ The bedding is standard <br /> <br /> <br />
