<br />General Assembly to provide two enabling
<br />
<br />WHEreAS, there has been created under the Acts of the
<br />General Assembly of the State of Virginia, the Ports -
<br />mouth and Norfolk Tunnel Commission to joint the cities
<br />of Norfolk and Po~smouth together by either a tunnel or
<br />a bridge, aud
<br />WHEREAS, the financial ~ud business interests of the City
<br />of Portsmouth a s well as the tax structure is dependent
<br />on where the tur~uel enters into Portsmouth,
<br />THEREFORE, Be it Resolved by the Council of the City of
<br />Portsmouth that ou~ representative on the Tuznael Commis -
<br />sion, Dr. Vernon A. Brooks, be directed to protect the
<br />City's int~erests by insisting on the three r ecommendations.~

<br />An Act to amend an Act of the ~ene~al Assembly of Virginia, approved Ma~ch
<br />10th, 1908, providing a new charte~ for the City of Portsmouth, by adding
<br />thereto a new section to be ~mov~n as Section SB-C, to on,cower the City of
<br />Portsmouth to impose, levy aud collect an admission ~ax on admissions to
<br />any public amusement, entertainment, performance, e~hibition~ spo~t or
<br />athletic event.

<br />Be it enacted by the General Assembly of Virginia, that an act of the General
<br />Assembly of Virginia, approved ~areh tenth, nineteen hUndred ~nd eight, p~o
<br />riding a new charter for the City of Portsmouth, be amended by adding thereto
<br />a new section to be _known as Eection ~-C, to read as follows:

<br /> Section 5~-C. In addition to the oth&r powers cc~ferred by law, the said
<br />City sh~ll have power to imp_ese, levy and collect, in such manner as its City
<br />Council shall deem expedient, an a~mission t ax to any public amusement, enter-
<br />tainment, performance, e~aibition, sport, or ath~tic event in said City, and
<br />may provide tha~ such tax may be added 'to ~ud c~llected ~th the price Of ad -
<br />mission or other charge for such amusement, entertainment, performance, exhibi-
<br />tion, sport or at, eric e vent. Such tax may be imposed, levied and colleet&d in
<br />multiples of one cent.~

<br />!908, provmding a new charter for the Czty of Fortsmouth, by'ad~Ling thereto a new
<br />sectibn to be known as Section 5B-D, to empower the City of Portsmouth to impose,
<br />levy and collect a ta~ upon electri6 light au d power, gas, water, and ot~er public
<br />service bills and charges.

<br />Be it enacted by the General Assembly of Virginia, that au~ct of the General As-
<br />sembly of Virginia, ~oproved March 10th, nineteen hundred aud eight, providing a
<br />new charter for the City of Portsmouth, be amended by adding thereto a new section
<br />to be ~no~n as Section 32-D, to read as follows:
<br />
<br /> Section 32-D. In ~ddmt~on to the other powe~s conferred by law, the said City
<br />of Portsmouth shall have power to impose, levy ~d collect, i~ such manner as its
<br />City Council shall deem expedient, a tax on consumers in said City on the gross
<br />~mount of their els~trio ligh~ and power, gas, water, telephone an~ other public
<br />service bills aud char~es, and may ~ovide that su?~. tax may be added to and col -
<br />lected wit~ the bill or charge for such alsctric light and power, gas, water, tel-
<br />ephone or other public serwlce charge to persona, firms or corporations in said
<br />City. Suo~ tax may be imposed, levied and collected upon a percentage basis of the
<br />bills or other charges, o~ in multiples of one cent.

<br /> Motion of Mr. ~¥eisemau to approve Item (a) was adopted.

<br /> Eotion of Mr. Weiseman to lay ~tem (b) on t~e table, was adopted.

<br /> Motion of ~. Grimes that ~e donate the bell at the old fire head-
<br />quarters to the ~right memorial Church, was adopted.
<br />
<br /> Eotion of ~r. Howard to ir~truct the Clerk to write our representa -
<br />tives i_n the Legislature to support the increase in school teachers~ salaries in this session
<br />of the ~egislature, was adopted.
<br />
<br /> An appropriation of $85,000.00 for New Sewage - VA ~4-1~l, laid on
<br />table at last meeting, was taken
<br />
<br /> Motion of Er. Weisem~n to appropriate $~$,000.00 for said puz~pose,was
<br />adopted, and by the following vote:
