<br />A~thu~ S. 0we~s and Layo~Lesl~e T. ~ox re~pectmng the status of the proposed contract for
<br />electric serVmce between the Cmty and the Company. We respectfully request your permission
<br />to call this matter to your attention b effete the present contract expires.
<br /> On August 27th, 1946, we submitted to the City a proposal for a
<br />ten year contract, which offer is still available to the City This proposal is as'~avorable
<br />as any contract under simils~ conditions with any other city served by the Companye
<br /> In otz~ letter submittir~ the contract, we offered to plmce all of
<br />our wires and faeilities along High St., from t~ ferry to Effingham St., in underground ducts
<br />~d to ~eplace the present poles in this area with. a modern street lighting system.~ In this
<br />conneetien, the Company will agree to undex~hak~ this work and if the a.mount of $500,000. will
<br />extend this system any ftu~ther, to spend at least ~500,000. on such work,
<br /> We also ~_sh to call your attention to the fact that as the matter
<br />now stands, the present contract will expire on Decembe~ 31, 1946, but, if negotiations for a
<br />new contract are re-opened before that time and as a ~esult of these negotiations a contract
<br />is successfully consummated, the Company will make its provisions retroactive to Ja~.uary l,
<br />194~, even thoug~ the negotiations may not have been completed by that date.
<br /> In addition, if this contract is consum~ated, the Company will a~ree
<br /> to cancel the Oity's obligation to reimburse mt mn the ~ount of ~,509e for the electr~f~-
<br /> cation of the Godwin St. ~lmping Station. Should no contract be a~rived at, the rates for
<br /> service Eo the City of Portemouth~ill be in aecordsmce with the Company's published schedule
<br /> of rates generally available in Virginia. In this event, it would be necessary for the Com -
<br /> party to work out ~ith ~epresentatives of the City the details of handling the different set -
<br /> vices. It is impossible to forecas~ accurately the ~nual cost to the City for serVice t~der
<br /> the published schedule o~ rates, but we estimate that entering the new contract will effect a

<br />behalf of the City of Portsmouth a complete, fa~-~v and'equitable assessment.
