<br /> In line with~the two recent meetings we have held with your comm~ tee
<br />and other members of the City Council, we respectfully request permission of Co~mcil to change
<br />o~ present bus routes as outlined below; the change to become effective February 3, 19~V.
<br /> As stated to your committee, decreased Navy Ysmd activity and chsmged rid-
<br />ing habits of ms_uy patrons residing in ho~ing developments has resulted in a sharp decrease
<br />in our riders during the p&st several months. This loss of patronage and increases in opera
<br />tion costs, effective January l, 19~V, makes it imperative that we effect some economics in
<br />operation. While the frequency of the service rendered will ~ot be materially changed Under
<br />this plan, on those lines where the decrease in riding has been mos t severe, the service has
<br />been slightly changed.
<br /> The ~nanges in routings for ~ ch we request ~oproval are as follows:

<br /> At present the Waterview-Westhaven line is connected with the
<br /> Cradock line. ~e wish to cha~e this and instead of the Waterviem~
<br /> Westhaven line r~naing thru to Cradock, it will make a loop in the
<br /> business area. The loop to be made £rom High ca Court St. to County
<br /> St., to Crawford, to High and thence westbound on High St., as at
<br /> p~esent.

<br /> At present, the Sixth Avenue and South ~t. lines are connected,
<br />and the River Psmk line makes a dov~to~a loop.
<br />
<br /> in the-futume, we ~sh tocormect the Cradock and Sixth Avenue
<br />lines together with no change in their present dovrntown routing.
<br />
<br /> I~.stead of the River Bark line ~ooping in the business smsa, we
<br />wish to connect it with the South St. line~ This will not affect
<br />the p~esent routing of the S6uth~tr~e~lin~ and the or~y change
<br />in the routing of the River Park line will be that it will run
<br />outbound to River. Park on the North side of High Street between
<br />Crawford and Court Streets, instead of operating on the South side
<br />of High Street eastbound before making the loop t o go outbound,
<br />as at present.

<br /> The change in the River Park line, you will note, is the only
<br />change that will affect where riders are now boarding their buses
<br />in a business area for the outbound trip to the various sections
<br />of the City.
<br /> ~e shall be pleased to fu~nis~ the press with information to
<br />publicize these chs~ges and will, of course, provide the necessary
<br />supervision to insure proper operation.

<br />would like to respectfully offer to Norfolk Cour~ty, tbmough its representatives I.H. Haywood
<br />and G. A. Treakle, certain recommendations which were agreed on by the Committee.
<br /> The first meeting was hold in the City ~ianager~s office
<br />on Thu.rsd~y, Janusmy tSth, 19%V, at 5:i0 p.I~i., and there were p. resent -.~!ayor Leslie T. Fox,
<br />E. Robze Sturtevs~at, Chamrman, artn~m P. hende~son, member of Czty Co~mnc~l and City ~anager
<br />Arthur S. Owens.
<br /> A second meeting was held on Frid~, January l?th~ at
<br />P.~&., and was attended by EoRobze Sturteva~t, C=amrms~, Councilman Arthur P. Henderson and
<br />City Hanager Arthur S. 0~ens, at which 'time further discussions were had relative to Norfolk
<br />County moving its Court No, se.
<br /> ~r. stumtevant had invited the tvo representatives from
<br />No~folk Cgunty on each occasion~ but uu~ort~uuately, due to th~ short notice given, it was im
<br />possible for ~r. Haywood or Mr. Treakle to attend. Therefore, the suggested plan is presented.
