OCtober 15. 1996 (a) Will not adversely affect the h~alt[~ and Safety of persons residing or working in the neighborhood of the proposed use; (b) Will not be detrimental to the publiC use or injurious to the property or improvements in the neighborhood; (o) Will be provided with sufficient landscaping to insure compatibility with surrounding uses; (d) Will be a project that will be developed according to a plan for parking, driveways, and (e) Will be in accordance with the purposes of the City of PortSmouth Zoning Ordinance. 2. That this use permit is approVed subject to the following conditions: (a) Occupancy shall not exceed 225 juvenile offenders in the minimum to medium risk category. An additional use permit shall be required for the expansion of occupancy or the phys!cal plant, except parking areas. (b) The site laybut shall be installed and maintained in accordance with the Preliminary Site Plan, dated September 16, 1996, identified as Exhibit A and attached hereto. Landscaping shall be installed in accordance with the Landscape Plan, dated September 16, 1996, identified as Exhibit B and on file with the use permit documents in the City Planning Department.
