October 15. 1996 At a Regular Meeting o~the City Council held on Tuesday, October 15, 1996, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Berm, and seconded by Mr. Martin, to approve the minutes of a Called Meeting on October 7, 1996; a Regular Meeting on October 7, '1996; a Called Meeting on October 8, 1996; a Regular Meeting on October 8, 1996; and was adopted by unanimous vote. 96-355 - Presentation of a Key to the City to Mrs. Jill Barnes Armstrong, Mrs. Virginia U.S.A. 96-356 - Proclamation presented to Christine Drake for "Pilot International Day.'" 96-357 - Proclamation presented to Charlotte Hawks for "The Student Club of Portsmouth Day." 96-358 - Non-Agenda Speakers 1. Shirley Hines, 1016 Blair Street, spoke in appreciation of the responsiveness received from various City departments. - UNFINISHED BUSINESS - 96-334 - Public Hearing on a use permit: Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following resolution, approved on first reading at the Public Hearing meeting on October 7, 1996. and was adopted by the following vote: 96-334 (e): "A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A JUVENILE CORRECTIONS FACILITY AT 1801 PORTSMOUTH BOULEVARD. WHEREAS, MMM Design Group, as agent for First Corrections Corporation, has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to operate a juvenile corrections facility to be located at 1801 Portsmouth Boulevard, Portsmouth, Virginia, as hereinaffer-descdbed; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the permit hereinafter-described is sought:
