October 15. 1996 <br /> <br /> At a Regular Meeting o~the City Council held on Tuesday, October 15, 1996, <br />there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Berm, and seconded by Mr. Martin, to approve the minutes of a <br />Called Meeting on October 7, 1996; a Regular Meeting on October 7, '1996; a Called <br />Meeting on October 8, 1996; a Regular Meeting on October 8, 1996; and was <br />adopted by unanimous vote. <br /> <br />96-355 - Presentation of a Key to the City to Mrs. Jill Barnes Armstrong, Mrs. Virginia <br />U.S.A. <br /> <br />96-356 - Proclamation presented to Christine Drake for "Pilot International Day.'" <br /> <br />96-357 - Proclamation presented to Charlotte Hawks for "The Student Club of <br />Portsmouth Day." <br /> <br />96-358 - Non-Agenda Speakers <br /> <br />1. Shirley Hines, 1016 Blair Street, spoke in appreciation of the responsiveness <br />received from various City departments. <br /> <br /> - UNFINISHED BUSINESS - <br /> <br />96-334 - Public Hearing on a use permit: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />resolution, approved on first reading at the Public Hearing meeting on October 7, <br />1996. and was adopted by the following vote: <br /> <br />96-334 (e): <br /> <br /> "A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A <br />JUVENILE CORRECTIONS FACILITY AT 1801 PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, MMM Design Group, as agent for First Corrections Corporation, <br />has made application pursuant to Section 40-43.1 of the Code of the City of <br />Portsmouth, Virginia (1988) for the granting of a use permit to operate a juvenile <br />corrections facility to be located at 1801 Portsmouth Boulevard, Portsmouth, Virginia, <br />as hereinaffer-descdbed; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting of said <br />use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1.
