Throckmorto~, <br />Vice President, <br />Virginia Electric & ~ower Co., <br />Norfolk, Va. <br /> <br />My dear Mr. Th~ockmorton: <br /> <br /> ~ Acknowledgment is made t~ you~ letter of March 1st, 1947, regard- <br />ing the proposed contract with the City of Portsmouth and as i explained to you in o-~ con - <br />ference earlier this year, i would still recommend to the Council a one year contract or a <br />contract that ~uld release the City from its agreement in ~cme reasonable time. <br /> ! can not thi~k it for the best interest of the City to make a <br />long te~ma~reement and to that end, I feel that ray obligation i s to recommend what I consi- <br />der to be the best interest and therefore I will certainly make a recommendation to the Coun- <br />cil on Hatch ilth, 194V and you will be advised ct their action immediately <br /> <br />Yours very truly, <br /> <br />Arthum S. 0v~ens, City Msnager." <br /> <br /> Motion of ~r. Weisemsm to instruct the City Manager to negotiate a <br />three-year contract or a longer te_~-~ contract with a twelve months re-capture close, was <br />adopted, and by the following vote: <br /> <br />~ye s: <br /> <br />Nays - <br /> <br />Fox, Grimes, Howard, Henderson, Lawrence, Stu~tevmut, <br /> Warren, Weiseman, Wilson <br />None <br /> <br /> 5th - ~There is a possibility that I may secure seveEal buildings <br />with equipment~ fixtures and other refinements from the U.S. Coast Guard and ~ would appre - <br />clare you~ authority to enter into a contract to secure these buildings to paid from Recrea- <br />tion Ftmds." <br /> <br />adopt ed. <br /> <br />Motion of Mr. Warren to concUr in the Manager's recommendation, was <br /> <br /> 6th - ~Prio~ to the termination of ou~ meeting on Febmuary 25th, I <br />was requested to recc~mlend to you V;~at disposition should be made of delinquent taxes. <br /> I am recommending that we comply fully with the provisions of <br />the State Law and publicly adverDise all delinquent property in accordance ~th the Code of <br />Virginia." <br /> <br /> s reeommenda~on, was <br />Motion of Mt.Henderson to concu~ in the Manager' '~ <br /> <br />adopted. <br /> <br /> 7th - "The Paramount Exposition Shows would like ~o bring into the <br />0ity a series of rides with no shows of any description, from March 24th through I~arch 29th. <br />and they would like to use the playground at ~adison and Seventh Sts., for these rides. <br /> They ama willing to give to the City twenty per cent of all <br />reve=~e t~en and I ~n requesting you~ authority to let them come in on that basis.~' <br /> <br /> Motion of Mr. Warren to concur in the Emuager's recommendation,provided <br />the show closed at 10:30 P.M., was adopted. <br /> <br /> 8th "~oth No~ff~l~ City ~nd o~folk County have a charge for s ewer <br />connections and in adv.a~.cement o.z o~ modern system, I am recommending that we place an ordi- <br />nance on its first readmug, msJkzng a charge of ..~25.00 for each sewer connecti6~o" <br /> <br /> Motion o~ ~. Hawley wou~d like 2o use the no~th side of Cou~t St, .wire Sta- <br />tion as tempora~yqua~ters and he wilt properly indemnify the City as well a s ca~ry adequate <br />insu~.anoe, ~we will allow ~m to use the building temporarily. <br /> I am re0om~ending that he be allowed the use of the building at <br />$100.00 a month rental with a thirty day recapture clause in the agreement." <br /> <br />' ~otion of Mr. Howamd to concu~ ~u ~e Msm-ager~s recommendation, was <br />adopted, <br /> <br /> <br />
