<br /> 4th - "On July 2~th, 194~, we opened bids for $188,000.00 in School
<br />Bonds, the sale of which you subsequently authorized to C.Fo Cassell and the American National
<br />Batik.
<br /> On August l~th, 19~7, the bonding house of ~Tood, King and
<br />Dawson concurred in your award. The City Council previously advauced the School Board,.by
<br />propriation $80~000o00 of these f~nds and I a~ recommending that yon make an appropriatzon o~
<br />$185,000~00 remaining to the School Board for necessary improvements and renovations to the
<br />School system; said funds to~ be paid by th.e Auditor to the School Board, if, when, and a s need~
<br />ed.~

<br />the School Board fund-for said purpose, on its first reading, was adopted.

<br />8th - ~At the last meeting of the Cotuucil on August 1Bth, there was
<br />c~siderable discussion relative_to the local newspaper deliveries being hsndled in such a man-
<br />ner~as to cause inconvenience to our citizens.
<br /> Nr. L.N. Psl~er of the Portsmouth Star, Hall Shellings and Nr
<br /> Roberts of the Pilot and Ledger, have contacted me relative to t heir willingness to co-operate
<br /> fully toward discontinuing this pradtice, by writing letters to the ca,tiers and~personally
<br /> admonishing these making deliveries."

<br />~. Taylor, Jr,, Chairman of the Norfolk County Board of Supervisors, and on August ~0th, I
