November 12. 1996 <br /> <br />583 <br /> <br />96.377 - Ordinance to vacate and close the remaining alley y ng between High and <br />Queen Streets, and which has its beginning at the eastern right-of-way line of <br />Jamestown Avenue. <br /> <br /> "The City has joined with PRHA and Foster Funeral Home in a petition to <br />close an alley, 12 feet in width, lying between High and Queen Streets, and which <br />begins at the eastern right-of-way line of Jamestown Avenue. Closure of this alley, <br />which serves no purpose since the rest of it has been closed to create the new I. C. <br />Norcom High School site, would make it more attractive for development from south <br />of the alley. <br /> <br />I, therefore, recommend adoption of this ordinance to close the alley." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE CLOSING AND VACATING A 12 FOOT ALLEY LYING <br />BETWEEN HIGH STREET AND QUEEN STREET FROM ITS INTERSECTION <br />WITH THE EASTERN SIDE OF JAMESTOWN AVENUE." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-378 - Motion to transfer $142,315 from the Grants Contingency Account fo~ <br />continuation of the COPS Program. <br /> <br /> "The United States Department of Justice, COPS Office, awarded the Police <br />Department $307,885 as part of the Police Hiring Supplement of the Crime Bill. <br />These funds are used to subsidize the salaries and benefits of nine (9) police <br />officers. On January 24, 1995, $165,570 was transferred from the Grants <br />Contingency Account to cover expenditures associated with the first year of <br />operations. It is now requested that $142,315 (the difference between the amount <br />already transferred and the original award) be transferred to the COPS Phase I <br />budget line to cover ongoing expenditures. <br /> <br /> During the three years of funding, this program will subsidize more than 47% <br />of the personnel cost for nine police officers, a cost that the City would have had to <br />assume under the regular hiring process. I, therefore, recommend City Council's <br />adoption of a motion to transfer $142,315 from the Grants Contingency Account for <br />the COPS program." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to transfer $142,315 for <br />the continuation of the COPS Program, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-379 ~ Motion to transfer $85,000 from the General Fund Emergency <br />Contingency to fund a pilot program for improving the City's bulk refuse program. <br /> <br /> "On October 8, 1996, staff presented a report to City Council indicating <br />recommended changes relative to the manner in which bulk refuse is collected <br />throughout the City. The report recommended the addition of six (6) new positions in <br />order to accomplish the recommendations presented in the report. The report also <br />suggested that bulk refuse collection be changed from twice monthly to once weekly, <br />and that citizens be required to call in for specific service. This recommendation <br />would be implemented as a pilot program beginning January 1, 1997 with the hope <br />of full city implementation in the future. You may also ~recall that these <br />recommendations had the enthusiastic support of a Citizen Focus Group convened <br />especially for this project. <br /> <br /> <br />
