582 <br /> <br />November 12. 1996 <br /> <br /> "The 1996 General Assembly of Virgima enacted numerous definitional and <br />procedural changes which will affect the Business, Professional and Occupational <br />License (BPOL) tax structure. Of greatest impact, the actions require that fees <br />charged for the Business, Professional and Occupational License tax be changed for <br />businesses with gross receipts of $100,000 or less, effective January 1, 1997. By <br />the year 2000, the fee charged must be no more than $50. Therefore, the <br />Commissioner of Revenue is proposing the following fee schedule: <br /> <br />GROSS RECEIPTS <br /> <br />1997 1998 1999 2000 <br /> <br />$50,000 and under $ 50 $ 50 $50 $50 <br /> <br />$50,001 to $100,000 $100 $75 $75 $50 <br /> <br /> The anticipated impact of this change is projected as noted on the attached <br />chart. <br /> <br /> In order to bring the City's ordinance into compliance with the State code, I <br />therefore recommend Council s adoption of this crdinance which encompasses all of <br />the required changes." <br /> <br /> Motion by Mr. Pitts and seconded by Mr. Clemons. to adopt the following <br />ordinance and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 20 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 20-2, 20-3, 20-5 <br />AND 20-6 AND BY REPEALING SECTIONS 20-7 AND 20-8 THEREOF <br />PERTAINING TO BUSINESS LICENSES, TAXES AND FEES." <br /> <br />Ayes: Benn, Clemons, Griffin. Martin Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-376 - Ordinance to amend Chapter 2 of the City Code by adding Sections 2-741 <br />through 2-744 pertaining to an Ethics Commission. <br /> <br /> "At City Council's request, please find attached an ordinance which provides <br />for the establishment of a "Commission on Ethical Practices on Freedom of <br />Information, Conflict of Interest. and Human Rights Laws" whose membership is to <br />be appointed by the City Council. This ordinance has been prepared based on your <br />recommendations and input over the past several months. <br /> <br /> I, therefore, present this ordinance establishing a Commission on Ethical <br />Practices on Freedom of Information, Conflict of Interest, and Human Rights Laws <br />for your consideration." <br /> <br />Karen Jordan, 107 Elmhurst Court, spoke in support of the proposed commission. <br /> <br /> Motion by Mr. Bonn, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the'following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, BY ADDING SECTIONS 2-741 THROUGH 2-744, <br />PERTAINING TO AN ETHICS COMMISSION." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
