November 12. 1996 <br /> <br />96-374 - Public hearing on use permits, a rezoning, and a group housing permit: <br /> <br />(a) UP-96-12 HIGHLANDS NEIGHBORHOOD - Use permit application of Gladys <br /> B. Hill to expand a child care center at 2605 Elliott Avenue. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-96-12 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-96-18 CRADOCK NEIGHBORHOOD - Use permit application of Nick and <br /> Karen Baggett to operate a child care center at 4 Harris Road. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that UP-96-18 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) UP-96-20 MT. HERMON NEIGHBORHOOD - Use permit application of Delores <br /> and John Spears to operate a day care and nursery at 1407 Hamilton <br /> Avenue. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that UP-96-20 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) Z-96-11 <br /> <br />CHURCHLAND NEIGHBORHOOD- Rezoning application of the <br />Portsmouth Industrial DevelOpment Authority to rezone 5601 High <br />Street from C-2-K to RS-150-K, RM-75-K, P-1 and C-2-K revised. <br /> <br />(e) UP-96-25 <br /> <br />CHURCHLAND NEIGHBORHOOD - Use permit application of the <br />Portsmouth Industrial Development Authority to construct a <br />residential care facility at 5601 High Street. <br /> <br />(f) GHP-96-04 <br /> <br />CHURCHLAND NEIGHBORHOOD - Group housing use permit <br />application by the Portsmouth Industrial Development Authority to <br />construct condominium units at 5601 High Street. <br /> <br />1. Victoria Beecher, 5230 Sweetbriar Circle, spoke in opposition to the proposed <br />rezoning application. <br /> <br />2. Mike Evans, 3108 Garland Drive, spoke on conditionally supporting the rezoning, <br />use permit, and group housing permit. <br /> <br />3. Dorothy Evans, 3108 Garland Drive, spoke on conditionally supporting the <br />rezoning, use permit, and group housing permit. <br /> <br />4. Arnold Leon 200 Crawford Street, spoke in opposition to the proposed <br />commercial rezoning proposal. <br /> <br />5. Laurie Gellman, 3017 Oakley Hall Road, spoke on concerns for the restrictive <br />covenants. <br /> <br /> Motion by Mr. Griffin, and seconded by M~ Benn, to concur with the <br />recommendation of the Planning Commission that Z-96-11 UP-96-25 and GHP-96- <br />04 be approved on first reading, and was adopted by unanimous vote. <br /> <br />- CITY MANAGER S REPORT - <br /> <br />96-375 - Ordinance to amend Chapter 20 of the City Code to incorporate State law <br />changes pertaining to Business, Professional and Occupational License (BPOL) <br />taxes. <br /> <br /> <br />
