58O <br /> November 12. 1996 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, November 12, <br />1996, there were present: <br /> <br /> Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons. Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn Ill, Ronald W. Massie. City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag and "God Bless America" sung by Mrs. Boise <br />Baker. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Robinett, and seconded by Mr. Pitts, to approve the minutes of <br />a Called Meeting on October 15, 1996; a Regular Meeting on October 15, 1996; and <br />a Called Meeting on November 2 1996, and was adopted by unammous vote. <br /> <br />96 - 372 - Presentations: <br /> <br />· Presentation of a picture to City Council by Capt. MalcoLm Branch. <br /> <br />· Presentation of Certificates of Participation for the Study Circle Program on Race <br /> Relations to the members of the Cultural Diversity Action Team. <br /> <br />· Presentation of special lapels to newly appointed Boards and Commissions <br /> members. <br /> <br /> 96-373 - Non-Agenda Speakers <br /> <br /> 1. Karen Jordan, 107 Elmhurst Lane, spoke in support of a carousel in the <br /> Children's Museum. <br /> <br /> 2. Micah Barnes, 201 Elm Avenue, spoke in support of a carousel in the Children's <br /> Museum. <br /> <br /> 3. Dottle Wyatt, Channing Avenue, spoke in support of a carousel in the Children's <br /> Museum. <br /> <br /> 4. Bill Keefer, 4609 Templar Drive, spoke in support of a carousel in the Children's <br /> Museum. <br /> <br /> 5. Martha Ann Creecy, 317 Dinwiddie Street, spoke on name change of London <br /> Boulevard to London Street and improvements to London Boulevard. <br /> <br />- PUBLIC HEARING - <br /> <br />96-235 - Public Hearing on a rezoning: <br /> <br />(a) Z-96-05 <br /> <br />PORT NORFOLK AND MT. HERMQN NEIGHBORHOODS - Rezoning <br />application of the City of Portsmouth for consideration of a <br />comprehensive rezoning of portions of the above referenced <br />neighborhoods from Industrial (M-l) and Commercial (C-2) to Industrial <br />(M-l-R). The rezoning area is generally bounded on the east by an <br />alley behind the 700 and 800 blocks of Broad Street; on the south by <br />North and Portland Streets; on the west by Hamilton Avenue and <br />Douglas Avenue; and on the north by Hartford Street. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Benn, to refer Z-96-05 back to the <br />Planning Commission for further consideration, and was adopted by unanimous vote, <br /> <br /> <br />
