58O November 12. 1996 At a Regular Meeting of the City Council held on Tuesday, November 12, 1996, there were present: Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons. Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn Ill, Ronald W. Massie. City Manager, G. Timothy Oksman, City Attorney. Vice Mayor Clemons opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag and "God Bless America" sung by Mrs. Boise Baker. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Robinett, and seconded by Mr. Pitts, to approve the minutes of a Called Meeting on October 15, 1996; a Regular Meeting on October 15, 1996; and a Called Meeting on November 2 1996, and was adopted by unammous vote. 96 - 372 - Presentations: · Presentation of a picture to City Council by Capt. MalcoLm Branch. · Presentation of Certificates of Participation for the Study Circle Program on Race Relations to the members of the Cultural Diversity Action Team. · Presentation of special lapels to newly appointed Boards and Commissions members. 96-373 - Non-Agenda Speakers 1. Karen Jordan, 107 Elmhurst Lane, spoke in support of a carousel in the Children's Museum. 2. Micah Barnes, 201 Elm Avenue, spoke in support of a carousel in the Children's Museum. 3. Dottle Wyatt, Channing Avenue, spoke in support of a carousel in the Children's Museum. 4. Bill Keefer, 4609 Templar Drive, spoke in support of a carousel in the Children's Museum. 5. Martha Ann Creecy, 317 Dinwiddie Street, spoke on name change of London Boulevard to London Street and improvements to London Boulevard. - PUBLIC HEARING - 96-235 - Public Hearing on a rezoning: (a) Z-96-05 PORT NORFOLK AND MT. HERMQN NEIGHBORHOODS - Rezoning application of the City of Portsmouth for consideration of a comprehensive rezoning of portions of the above referenced neighborhoods from Industrial (M-l) and Commercial (C-2) to Industrial (M-l-R). The rezoning area is generally bounded on the east by an alley behind the 700 and 800 blocks of Broad Street; on the south by North and Portland Streets; on the west by Hamilton Avenue and Douglas Avenue; and on the north by Hartford Street. Motion by Mr. Martin, and seconded by Mr. Benn, to refer Z-96-05 back to the Planning Commission for further consideration, and was adopted by unanimous vote,
