<br />November 13th, with reference to She State Department of Highways'. request for permission
<br />from the Army Engineers that the State be granted the privilege of a fixed span over the
<br />Western Brsaach of the Elizabeth River for a bridge on RouSe 17 between Portsmouth a nd Church-
<br />ls~d, Va., to replace the existing bridge at that locality.
<br /> i feel that this is of great interest to the future of
<br />Portsmouth and its metropolitan ares., and i mu requesting that the attached resolution be
<br />adopted and forwarded to Lieut. Col. Garrett J. Byrnes, Executive Officer, Corps of Engi~ers

<br />gineers v~th reference to a hearing ~ for a new bridge between
<br />Ch~mrchland and Portsmouth, to replace the existing structure on
<br />Route 17, which is of much interest to the City Government o~
<br />Portsmouth, ou~ ~itizens, and the further growth of the metropolitan
<br />area of o~ City, and
<br /> ~REAS~ for nearly a decade, the people in this community
<br />have been promised a bridge of adequate size saad nature, that would
<br />care for not cnly the present ~low of traffic but also anticipate
<br />required load of the future, and
<br /> VYmqEREAS, in our opinion, a fixed highway bridge would
<br />limit the development of the area to the South, either for commer-
<br />cial boat use or any further development o f this area for small
<br />p!easume boats, and furthermore,
<br /> V~REA~, the property o~ers to the South of the bridge
<br />would be forever stifled from an opportunity t o develop their
<br />existing properties either fo~ commercial or pleas~e purposes,
<br /> NOW, THEREFORE~ Be it Resolved by the Co~mcil of the
<br />City of Portsmouth, Virginia, in its reg~zlar meetir~, held
<br />November llth, 194V, that it hereby respectfully pleads with
<br />fh~ United E~ates Army Engineers that permission for the proposed
<br />fixed highway bridge be denied not only for the good of the City
<br />of Portsmouth, but forour neighbors - Norfolk County, Nausemond
<br />Co~uty and the property owners v£no would be so materially affected
<br />by the proposal.'~

<br />of our funds on Project 44-141, and in conferences both in ~ashington and my ~f%ce, with
<br />their representatives, i think we can secure the balance of this money under certain condi
<br />tions which will~e agreaable to the Federal ~rks Agency. i wil% explain as fol$ows:
<br /> Due to the contractor's inability t o get certazn materials,
<br />we have be~n delayed on several occasions. Therefore~ we have not been able to get the balance
<br />of our money from the Federal ~orks Agency and yqu have 'appropriated necessary funds to see
<br />that the work was expedited. ~ne Federal Works Agency is willing ye release this money to us
<br />if we will adopt a resolution assuring them of the completion of the work to their satisfac-
<br />tion, and I am therefore requesting that the relieving ~esolution be adopted by recorded vote
