November 26. 1996 <br /> <br /> "Construction of a '~porta? entrance to Olde Towne on London Boulevard at <br />Effingham Street is a part of the Vision 2005 Plan. On May 3, 1996, these <br />modifications were approved by the DowntOwn Committee chaired by Councilman <br />Robinett as well as the Mayor's Steering Committee. This project will improve the <br />entrance to Olde Towne from the west while reducing the amount of through traffic in <br />Olde Towne by enlarging the median and making other improvements between <br />Effingham and Green Streets. <br /> <br /> Bids were received for this project on October 29, 1996. Modifications to the <br />scope of the bid price resulted in the following reduced cost: <br /> <br />Construction Contract (Techcon, Inc.) <br />Contingencies <br /> <br />$84,828 <br />$ 5.172 <br /> <br />TOTAL ANTICIPATED PROJECT COST $90,000 <br /> <br /> The Director of Public Works recommends award of the construction contract <br />to the Iow bidder, Techcon~ Inc., and an appropriation of $90,000 from the Capital <br />Improvements Contingency Fund for this Work. <br /> <br /> I concur with the Director of Public Works and, with your approval of this item, <br />the remaining balance in the Capital Improvements Fund will be $3,366,783." <br /> <br /> Motion by Mr. Berm, and seconded by Mr. Martin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $90,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR CONSTRUCTION OF A "PORTAL" ENTRANCE TO <br />OLDE TOWNE ON LONDON BOULEVARD." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Benn, to award a contract to <br />Techcon, Inc. for construction of the "pod. al" entrance, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Clemon, Griffin, Martin, Pitts. Robinett, Holley <br />Nays: None <br /> <br />96 - 394 - Resolution authorizing the City of Portsmouth's 1997 legislative proposals <br />to be presented to the Portsmouth Delegation and members of the Virginia General <br />Assembly in the 1997 session. <br /> <br /> "Attached for your consideration is the final draft of the City's 1997 Legislative <br />Proposals. As indicated at the Public Work Session. the item on Signing a False <br />Name to Traffic Summons has been removed at the request of the Commonwealth <br />Attorney's Off~ce and the Police Department because the State Code currently <br />covers it. <br /> <br /> A new item has been drafted at the request of Councilman Martin for the <br />Effective Government section. We are asking the Portsmouth Delegation to support <br />a study of regional economic development incentives. This study would review long <br />term economic advantages for urban areas like Portsmouth and ultimately more <br />stable regions. <br /> <br /> City Attorney Tim Oksman requested the addition of an item resulting from a <br />study commissioned by the 1995 General Assembly on Sovereign Immunity (House <br />Joint Resolution 33). This would be included under Items to Monitor. The report of <br />the study committee concluded that State laws governing sovereign immunity should <br />not be changed. <br /> <br /> <br />
