November 26. 1996 <br /> <br /> Based on information received by th"e Local Government Attorneys <br />Association. a bill is expected to be introduced during the 1997 Session to abolish <br />sovereign immunity for counties, cities and towns. Mr. Oksman is following this issue <br />for the association in the interest of local governments. According to Mr. Oksman, <br />the City saves millions annually as a result of the existing laws granting sovereign <br />immunity to localities. <br /> <br /> These two items are attached with the proposals. It should be noted that the <br />Virginia Municipal League (VML) has not completed and distributed its final <br />legislative package. I will forward a copy of it to you upon receipt. The item on page <br />8 in the Addendum has been amended by VML to delete any reference to lottery <br />tickets and financing school construction. <br /> <br /> I recommend that the items requested by Councilman Martin and City <br />Attorney Oksman be added to the City's Legislative Proposals and that City Council <br />approve the package." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the resolution, <br />and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1997 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembiy deals with a broad range of issues <br />that affect local governments both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which deal with both <br />local governments and Portsmouth specifically; <br /> <br /> WHEREAS, these concerns and issues need to be made known to <br />Portsmouth's General Assembly Delegation so that they may be transmitted for <br />consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth endorses the attached legislative proposals for the 1997 General <br />Assembly Session and directs that both this resolution and the legislative proposals <br />be forwarded to the Portsmouth General Assembly Delegation." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />96-348 - Mr. Clemons offered the following nominations for appointments to the <br />following Boards and Commissions: <br /> <br />Supplemental Retirement Board <br /> <br />John Tynch III to be appointed to fill an unexpired term ending September 30, 2000, <br />replacing Edward White. <br /> <br />Community Services Board <br /> <br />Sheriff Gary Waters to be appointed to fill an unexpired term ending June 30, 1997, <br />replacing Linda Ridenhour. <br /> <br />Americans with Disabilities Commission <br /> <br />Peggy Walker to be reappointed to fill a three year term ending December 31, 1999. <br /> <br />Florence Wolin to be reappointed to fill a three year term ending December 31, 1999. <br /> <br /> <br />
