<br />.During the preparation of the budget in early December, 19&7, I was informed by ~ir. Arthur S.
<br />Owens, the former City E~ager that it would be allowed and-the necessary amount recorded in
<br />the budget for 19&8. The Compensation Board i ~z quite sure, will allow this man who is much
<br />needed if your Honorable Body sees fit to make the recommendation requested herein.

<br />N. Touell, Commissioner of Corrections:

<br /> "The police lookup of the Ci~y of Portsmouth was inspected by this De -
<br />partment on April 8th, 1~8. A r~port on this inspection is submitted herewith.
<br /> The State Board of Corrections will not cDntinue to condone this lock-
<br />up being operated and maintained with such utter disregard for its requirements. The City of-
<br />ficials are requested to eliminate the defects and deficiencies without ~u~ther delay and to
<br />operate and maint~ n this lookup in the future Lu accordance with the standards adopted by
<br />the~tate Board o~ Corrections as provided by law.
<br /> The courtesies and co-operation extended at the time of the inspection
<br /> are. acknowledged."

<br /> Motion of Mr. Howard to refer to the City ~anager to take up with the
<br />Commissioner of Corrections, was adopted.

<br /> The following petition was read:

<br /> "We wish t o call your attention to the fact t~at in 19~8, we requested
<br />that the Police Department give us adequate protection at the intersection of Deep Creek Blvd.!
<br />and Key Road. As a result of this, pedestrian lanes were marked off. These proved to b e very
<br />inadequate~ due to the heavy traffic generally on the main ~horoughfare,-plus the Navy Yard
<br />traffic. The Piedmont and Truxton buses pass every ~ight (8~ minutes and the Deep Creek and
<br />Alexander Pa~k buses every fifteen (lB) minutes.
<br /> At present, the Navy Yard is operating on Daylight Savings Time and the
<br />workers are going ho~ae in automobiles and o~ school meet at this corner the same time - cre-
<br />ating a traffic jam which is a menace to human life. ~nis works a hardship for gro~n-ups, so
<br />you can easily see how it would handicap the children. As a result of this dangerous condi-
<br />tion, a s outlined above, a child 8 1/2 years old was seriously wounded yesterday, Nay ~th,at
<br />$:~0 P.M.
<br /> ~e, the undersigned, petition the City Council, in the City of Portsmout~
<br />Virginia, to put a regular officer at the intersection of Deep Creek Blvd. and Key Road, for
<br />the protection of the ~80 children ~o have to cross this intersection six (8) times ea6h
<br />school day.
<br /> We would appreciate your usual prompt attention being given to ~his very
<br />important matter.

<br />tion of $1,474,00, and to transfer $1,400.00 from the amount appropriated for the salary of
<br />the City Attorney ~o the City ~anager's salary.
