August 10th,t948 <br /> <br /> ~Fd~A~, such a faei~lity has long been needed here; many of ou~ <br />people being deprived of much beneficial water recreationbecause of our distance f~om bathing <br />beaches, and _ <br /> ~I~EREA$, the experience of other communities has been such that we <br />are led to believe that .the -expense of such a project would'be repaid the Cityin a relatively <br />short time, now therefore <br /> BE IT RESOLVED, that the Portsmouth Junior Chamber of Commerce enthus <br />iastically endorse the City Manager's program; and <br /> BE IT FURTHER RESOLVED, that this organization do all within i ts pow- <br />er to assure public endorsement of this project, and <br /> BE IT FUROR RESOLVED that copies of rinse resolutions be sent the <br />City ~ager, the Honorable Co~.mucil of tho City of Portsmouth and the Press. <br /> Adopted by the Portsmouth Jundor Chamber of Commerce i nregula~ meet- <br />ing assembled, August 4th, 1948. <br /> <br />~. ~rayser Gorm~, President. <br /> <br />Attest: <br /> <br />Jack P. ~arnes, Secretary." <br /> <br />On motio~ ordered filed. <br /> <br />The following con~unications from the City Manager were read: <br /> <br /> 1st - ~Iu accordance with approval o£ City Council, wehave adver- <br />tised for bids on the construction of city sto~m drains in the Waterview area and these bids <br />were received and opened at noon o n August 9th, 1948. <br /> The bids were tabulated with ~ne following results: <br /> <br />A.G. Pinkston, Portsmouth, Va. <br />~m. C. Fray, Norfolk, Va. <br />Vanguard Construction Co.NbrfoLk <br /> <br />$16~343.25 <br /> 18~BS1.00 <br /> 26,638.00 <br /> <br /> The bid of A.G. Pinkston and Company being low and within the <br />appropriation as made by City Council, I recommend that this work b e awarded to him and tkmt <br />the City Manager be authorized to sign this contract." <br /> <br />Motion al Mr. ~arren to~eoncu~ in the Manager's r ecommendation,vas <br /> <br />adopted. <br /> <br /> 2nd - "Zn accordance with approval of City Council,rs have adver- <br />tised for bids on certain curb and gutter work to-be done in the ~esthaven section and these <br />bids were received-and opened at noon Au.g~st 9th, 1948. <br /> The~b~ds were tabulated with the following results: <br /> <br />City onstructzon Company <br />~. F. ~gann Company <br /> <br />$ 10~540.00 <br /> 14~025.00 <br /> <br /> The bid of the City Construction Company being low and well <br />within ~the appropriation as made by City Council, I recommend that this work be~arded to them <br />and that~the Czty ~anager be authorized to sign the contract.~ <br /> <br /> Motion o f ~¢r. Houghton to concur in the Manager's recommendation, <br />was a doptedo ~ 3rd - ~The City Engineer and the Engineer representing the Penn- <br />sylvania Railroad C~oany have made a survey of the Wesley Street grade crossing and have es- <br />timate~ that the total cost of this work will be approximately ~3,000.00. i recommend that <br />this money be appropriated and that ~nis crossing be const~ucted~ and that the Mayor be au <br />thorized to sign the contract." <br /> <br /> Motion of Mr. Howard to concur in the ~'~nager~s recommendation and <br />to place an appropriation of $3,000.00 for said purpose on its first reading, w as adopted.~ <br /> <br /> 4th - Motion of Mr. Henderson that the opening of Leckie St. to <br />Pinners Point be referred to the CityManager,vas adopted. <br /> <br /> 5th - Effectzve August 31st, 1 948, I amd emoting 0.B.Dunn to the <br /> ? <br />position of C~otain in the ol~ce Department. <br /> EFfective September 1st, I 948, I sm appointing Captain <br />0.°. D~nn to the position of Ch~ f of Police." <br /> <br />0n motion ordered filed. <br /> <br /> 6th - "At a special'meetingh eld several weeks ago, w~ch was <br />called for the purpose of discussing unofficially cert~nm atters dealing with bus fares as <br />well as the Kings Daughters Hospital report. <br /> C · <br /> City o-muczl agreed uno~icially to appropriate the an ount <br />of $21,996.88 to the!Kings Daughters Hospital in payment of emergency treatment to city charit~i <br />cases which had been treated by the Hospital du~ing 19~Vanduntil June 1st, 1948." <br /> <br /> Motion of Mr. Warren to place an appropriation of ~21,996.88 for <br />said ptuvp_ose, on ids first reading, was adopted. <br /> <br /> 7th - ~I should like to recommend for you~ consideration, <br />very much needed changes and improvemenzs in the personnel and the conduct o~ ~he Juvenile and <br />Domestic Relations Co'~t.
