Fire-fighting practices and devices are changing constantly and <br />most cities are conducting educational classes ma the subject, to better inform thor local <br />fire departments. <br /> Laws are being passed constantly which govern the operatmion and ~ <br /> <br />procedures of ~he Police Department, and it is highly Lmportant that the police personnel be <br />kept currently infoEned on such matters. <br /> I have g£ven considerable thought to the Police and Fire Depart- <br />ments in Portsmouth, and I belieVe there is a great need for a trained person to serve as Di- <br />rector of ~ublic Safety.
