9th - "It is a Well kno%m fa ct among municipal officials, that no de
partments in a ny city's service receive the public's praise or condemnation quicker than the I
Police and Fire Departments. Fire-fighting practices and devices are changing constantly and
most cities are conducting educational classes ma the subject, to better inform thor local
fire departments.
Laws are being passed constantly which govern the operatmion and ~

procedures of ~he Police Department, and it is highly Lmportant that the police personnel be
kept currently infoEned on such matters.
I have g£ven considerable thought to the Police and Fire Depart-
ments in Portsmouth, and I belieVe there is a great need for a trained person to serve as Di-
rector of ~ublic Safety. I should like the City ~ouncil to auMmorize such a position at an ma-
nual salary of $~,500.00 per year.
If you approve this recommendation, I Fnould like for you to ap-
propriate $750.00 Lu order that this appointment can be made effective November 1st, 1948."
