<br />in Suffolk, reports that the Suffolk Committee agreed bo mail to Mayor Fox a plat of the land
<br />desired and the number of years they would like t o use same.

<br /> The following matters were presented by the City
<br />
<br /> 1st - The Manager presented plans for the third stony on the municipal
<br />building and had N~. Van Leeuwen, a~chitect, to explain same to the Cou~cil.o I
<br />
<br /> Motion of Mr. Grimes to instruct the City Manager to secure bids for
<br />same, was adopted.
<br />
<br /> End - The Manager stated that he had w~itten to the League of Virgi-
<br />nia Municipalities fe~ copy of e~dinance on cemeteries and mausoleums.
<br />
<br /> 3rd - The Interstate Commerce Commission will n~et on October 19th t.
<br />decide if they will allow the Southern Railroad to r elinqu~sh~t~he operation of the Atlantic an~
<br />Danville Railway.
<br />
<br /> Notion of Mr. Houghton that the City Manager and City Attorney be in-
<br />structed to intervene on behalf of the City, was adopted,
<br />
<br /> 4th-- ,i should like to recommend that the City offer the Federal
<br />Works Agency the s~nn of $6,000.00'for the Chestnut St. Y.M.c.a., which is being operated at
<br />present ~tud.er.th.e supervision of .the general Y.N.C.., and that $2,900. 00 be spe.n~ o n r epai~s
<br />an~ reconditmonzng of the buildzng, and that the Gover~J~ent be paid $4,000°00 mn actual cash.
<br /> The general Y.M.C.A. is willing to operate this building fo~
<br />the benefit of ou~ colored citizens, and it is my personal opinion that theyare willing to
<br />enter into an agreement with the City ~o p ay a monthly rental for the use of this building and
<br />that these monthly payments would be applied to the tu~chase price at some later date, should
<br />the Y.M.C.A. desire to pu~cha se the entire property.

<br /> 5th - "I~ conformity with the provisions of Chapter 364 of the Acts
<br />ef Assembly 1934 and Chapter 386.of the Acts of Assembly of 194~, ten days, w~itten notice is
<br />hereby given you that the Compensation Boa~d will meet on the 22nd day of October, 1948, begin-
<br />ning at ten o'clock A.M., on that day in the State Capitol, Richmond, Virginia, for the purpose
<br />of fixing the salary and expenses of the Attorney for the Commonwealth, Commissiongr of the
<br />Revenue, Sergeant and Treasurer of the City o f Portsmouth, for the year begir~uing January 1st,
<br />1949, and ending December 31st, 1949. The meeting aforesaid will b e adjourned f~om d ay to day
<br />until i ts purpose shall have been accomplished.

<br /> 6th - ~Last week, I had a conference in my office with Mr. C.I. Mor-
<br />ton, Superintendent of the Seaboard Air Line Rail~oad, regarding the use of Dieae~ locomotives
<br />in their switching operations on Crawford Street. Mr. Morton informed me that this type of
<br />equipment is not available for purchase at the present time.
<br /> He stated that they would s tart promptly to install on their
<br />steam locomotmves, a devzce knovn~a s 0v.er ~e Steam ~ets, which is equipment used in other
<br />ties to comply with Smoke Abatement 0~dinances and they reduce the black smoke almost 100% on
<br />this typ_e of locomotive,a
