<br /> Councilman Berm opened the meeting with prayer which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley called the meeting td order and welcomed all in attendance.
<br />
<br /> Motion of Mr. Pitts, and secondedi by Mr. Clemons to approve the minutes of
<br />a Called Meeting on November 25. 1996;i a Called Meeting on November 26, 1996;
<br />a Regular Meeting on November 26, 1996; and was adopted by unanimous vote.

<br />96 - 406 - Presentation:

<br />· Special presentation to the Portsmouth Special Olympians, Silver Medal Division,
<br /> Virginia State Tournament and Carl Ringler, Gold Medal, Skills Competition.
<br />

<br />Greater Mt. Zion Tabernacle Church of Cihrist.

<br />3. Louis Whitehead, 4415 County Street, i spoke on the Change of order for the non-
<br />agenda speakers at the City Council me~tings and various street improvements.

<br />4. Helen Person, 1314 Green Street, wis~hed happy holidays to everyone who has
<br />assisted with the continued effort to relocate Washington Park residents. .
<br />5. Steve Hornstein, 125 Maurice Avenue~ spoke on his dissatisfaction with the
<br />Portsmouth Psychiatric Center.

<br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to suspend the rules of
<br />order to allow Mr. Hornstein two additionsI minutes to speak, and was adopted by
<br />unanimous vote.
