Elder Charles Hicks, 606 Dorset Strefft, spoke on a burned church grant for <br />Greater Mt. Zion Tabernacle Church of Cihrist. <br /> <br />3. Louis Whitehead, 4415 County Street, i spoke on the Change of order for the non- <br />agenda speakers at the City Council me~tings and various street improvements. <br /> <br />4. Helen Person, 1314 Green Street, wis~hed happy holidays to everyone who has <br />assisted with the continued effort to relocate Washington Park residents. . <br />5. Steve Hornstein, 125 Maurice Avenue~ spoke on his dissatisfaction with the <br />Portsmouth Psychiatric Center. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to suspend the rules of <br />order to allow Mr. Hornstein two additionsI minutes to speak, and was adopted by <br />unanimous vote. <br /> <br /> - PUBLIC HEARING - <br />96 - 408 - Public hearing on use permits: <br /> <br />(a) UP-96-21 <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Use permit <br />application of Cecile JackSon to operate a child care center at 2502- <br />04 Elm Avenue. <br /> <br /> <br />
