December 17. 1996 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the <br />recommendation that UP-96-21 be approved, and was adopted by a vote of 6-1 <br />(Berm). <br /> <br />(b) UP-96-22 DOWNTOWN NEIGHBORHOOD - Use permit application of <br /> Reverend Kirk T. Houston to operate a church at 701 Court Street, <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn. to concur with the <br />recommendation of the Planning Commission that UP-96-22 be denied, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />(c) UP-96-23 <br /> <br />HODGES MANOR NEiGHBORHOOD - Request of AT&T Wireless <br />Services for a use permit to install a communication tower at 1050 <br />Hodges Ferry Road <br /> <br />George Walker, 5365 Robin Hood Road. Norfolk, representing AT&T Wireless, <br />provided information on the proposed use permit. <br /> <br />Sherri Mearns, 4425 Corporation Lane, Virginia Beach, representing AT&T Wireless, <br />provided information on the proposed use permit. <br /> <br />Hank Fallon, 341 Park Manor Road, spoke in opposition to the communication tower. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP~96-22 be approved with the <br />amended condition that the tower not exceed 150 feet in height and have the ability <br />to provide for two additional users, and was adopted by a vote of 6-1 (Holley). <br /> <br />-CITYMANAGER'S REPORT- <br /> <br />96 - 409 - Ordinance to appropriate $285,000 from the Capital Improvements Fund <br />to purchase replacement equipment for landfill operations, groundwater monitoring, <br />and engineering services at the Craney Island Landfill. <br /> <br />Recommendation: <br /> <br />An ordinance to appropriate $285,000 from the Capital Improvements Fund to <br />purchase replacement equipment for landfill operations and funds to pay Joyce <br />Engineering Inc., for mandatory groundwater monitoring and engineering <br />services. <br /> <br />Purpose and Need: <br /> <br />· The 1996-2001 Capital Improvement Plan authorized continued funding for <br /> operating the Craney Island Landfill. <br /> <br />· Equipment is needed for daily landfill operations. Replacement of a Track Loader <br /> and Dozier will be purchased through auction from the City of Newport News at <br /> less than one-half the cost to purchase new equipment or repair current <br /> equipment. <br /> <br />· Equipment cost is $145,000 with an additiona! $40,000 needed to overhaul the <br /> undercarriages of both items. <br /> <br /> <br />
