9th "The John ~yier School Construction has progressed to the extent
that it is now necessary that we issue bonds to cover payments for this construction.
In the last two bond lettings, i suspect that the bidders hav~
agreed on the cries they will offer for our bonds because one bidder will represent several
other bidders,-~ud we do know that they have sold some of our bonds to investors which yield
considerable less interest than w e are having to pay~
For this reason, I suggest that you appoint a co~mittee to
make a study of this subject and recommend the best way possible for the City to borrow money
at the lowest interest rate."
The fo_iow~ng letter was read:

~At the April meeting of the Wilson Ward Civic Club, Iwas instz~s, cted t~
write to you concerning~severai items of considerable interest to the members of this Club,
therefore we respsctfully request that you give serious consideration to the following items:
(a) We have had numerous complaints about the condition of the
streets in Westhaven Park after the buses have used these s~reevs for several weeks. It seems
that the fo~mudation i s not strong enough to support the weight of the buses without damaging
the streets. V~en the streets become almost i~assable, the buses mo~e to other streets.
To eliminate this condition we request t~at you allocate a per-
manent route for these buses and ha~d-sur£ace the streets to take care of this heavy traffic.
Although we do not know what financial arrangements you have with the Tra~usit Company, we feel
that the Transit Company should bear the greater portion ~ the expense involved, because it
does not seem fair for the taxpayers to p ay for damage to civy streets by a transp ortation com-
pany v~no is using the streets for profit. Railz-oads pay a high vax, but they have to fzu3nish
and maintain their ~wn right o f way.
(b) The second problem is speeding on Airline Boulevard. Excessive
speeding between Alexander's Corner suud Rodman Avenue has resulted in a number of serious ac -
cidents, mostly at the intersection of Airline and Greenway Drive. We believe that several
speed limit signs along the highway, limiting the speed to ~$ or S0 miles per hou~ would help,
so would more patrolling by motorcycle policemen.
Last but not least, we wish ~o express our appreciation for your prOmmpt.
action in authorizing the sewerage and draining survey in the annexed areas. Also, we commend
you on your choice of street msa-kets now installed on Rodman Ave. They are plainly visible to
anyone walking or riding, day or night, and when installation i s completed in the rest of the
