<br />sion, by reason o f the following facts.
<br /> On J~uuary 18th, 19~7, Mr. C. F. narper~ (then City Manager), byword
<br />of letter and without the courtesy of a hearing, discharged me from t he Fire Department for
<br />the good of same, as he v~aed it, after s ervice ~th the City over twenty five years. Sixteen
<br />of ~mi~n i served ~ the capacity cfa ssistant chief with the Depar~aent.
<br /> Within the same month, in the same ma~er, and the s~e charge~ he fired
<br />Chief R. A. Alexander. Later on, he pensioned Chief Alexander at half pay. I was not given any
<br />consideration whatsoever by ~o Harper. Several ~embers of the Council approached Er. Harper in
<br />my behalf, but they were showm no consideration insofar as I was concerned. I next made ~a
<br />peal to the Police and Fire Commission for a hearing and after several days, I was approached
<br />by the Chairman of that body requesting that I v~thdraw my petition.
<br /> I thought the matter over and after ag~ n ha~ng been contacted by the
<br />Chairman and having been given to the understanding that he was representing ~r. Harper and
<br />that ~a withdrawing my petition from the Commission, ~. Harper would reinstate me iht he De-
<br />partment ~th ~he rating of Captain. Realizing that he was in a better position to kno~ the
<br />setup much botter th~u i and fully believing that I am still back there.
<br /> On the ~nd of February, 19~$, while responding to a call (gas asphyxia-
<br />tion case) to Port Norfolk and while running ~est on High Street, my car was struck by another
<br />car when crossing First Ave., practically demolishing my car. Lu court some time after i went
<br />back to work, i proved by four witnesses tkat the other car started ou~ of First Ave., heading
<br />South when the amber ligkt was showing in his face. I v~s injured at the time to the extent
<br />that I have never fully recovered from those injuries and continually have to seek medical

<br /> i have served under each City ~anager (until fired by ~. Harper) sinc~
<br />the plan was first introduced in Portsmouth and have been told by each that my services were
<br />~fficient and outstanding.
