<br /> ~We have followed with a great deal o f interest the unprovoked attack
<br />and severe beating of one of our city policemen, [~r. Flynn. This man was lucky to escape with
<br />his life. Undoubtedly this would not have occurred had there been two policemen instead of
<br />one on this beat. ~nere are several beats in Portsmouth which should, by all means, be policed
<br />by a double patrol.
<br /> We look upon otu~ oolice department as our first line of defense a~a'ins
<br />~ ~ they are o~ protectors We, in turn, should help to pr6tect them. 0~r Police ~hme~,
<br />~r. Ikmn, is doing a fine jo_b with the material on hand, but he is sorely in need of more men.

<br />cord advocating the enlargement of our police force. We feel w e should have 100 men. 2ere are
<br />some facts we took the trouble to look up: mos~ cities in Virginia have i 1/2 to i 3/4 police
<br />per 1000 population. ~me population 8f our dity is about 90,000. The police force totals 79
<br />pclicemen. This is v~noliy inadequate. We make this plea to you gentlemen, knowing that you
<br />have th'e welfare of our city nex~ to you~ hearts, !etas pu~ the lives and well-being of our
<br />police department there also~
