033 <br /> <br />January 28, 1997 <br /> <br />97-22 - Motion to transfer $128,011 from the Grants Contingency Account for Fire <br /> Protection Services. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $128,011 from the Grants Contingency Account <br /> for Fire Protection Services. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth has received the 1995 Fire Program Funds allocation <br /> which will be used for firefighter safety by purchasing protective clothing, <br /> breathing apparatus, and firefighting equipment not provided in the general <br /> operating budget. <br /> <br />· Funds will also be used for fire service training. <br /> <br />Financial Impact: <br /> <br />· Virginia State Department of Fire Programs has awarded $128,011 as <br /> Portsmouth's share of the 1995 Fire Program Funds allocation. No local match is <br /> required. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to transfer $128,011 for <br />fire protection services, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-23 - Motion to transfer $53,289 from the Grants Contingency Account for the <br /> Support Training Education Program Council for Violence Against Women <br /> (STEP). <br /> <br />Recommendation: <br /> <br />· Motion to transfer $53,289 from the Grants Contingency Account for the STEP <br /> Program. <br /> <br />Purpose and Need: <br /> <br />· The STEP Program will establish a special prosecutor position for women victims <br /> of domestic violence, sexual assaults (felonies and misdemeanors), and stalking. <br /> <br />· The STEP Program will also establish a special victim advocate as well as train <br /> law enforcement officers. <br /> <br />· The STEP Program will develop a seven agency council to enhance existing <br /> services for the prevention of domestic violence, sexual assault, and stalking. <br /> <br />· Increased prosecution and the reduction of reluctant female victim cases will <br /> provide victims with a rapid criminal justice response and will send a message to <br /> abusers and perpetrators that neither the Court nor the community will tolerate <br /> domestic violence, sexual assault, or stalking of women. <br /> <br />Financial impact: <br /> <br />· The Department of Cdminal Justice Services has awarded the City of Portsmouth <br /> funds in the amount of $53,289. <br /> <br /> <br />
