<br /> the City clerk and Auditor for the month of November, was
<br /> letter from ~.B. Payee, Secretary of the ~lectoral Board,
<br />
<br /> mat a meeting of the Electoral Board of the City of Portsmouth, held on
<br /> the following action was t~ken:
<br />
<br />1. The Electoral Board of the City of Portsmouth-, Virginia, does hereby
<br />
<br />appoint W.L. Bem_uett of the City of Portsmouth as General Registrar for said City, for a term
<br />of two years from Decemoer ist, 1949, and until his successor is duly qualified. The office
<br />of Regzs~rar in the several wa._~s and precincts of the City of Portsmouth is hereby abolished
<br />and all Registrars are directed to deliver to the General Registrar sll papers and documents
<br />perva~u~_ng to thezr respective offices.
<br /> The Secretary of the Electoral Board is directed to notify the Co~m~-
<br />oil of the City of Portsmouth of this appointment and to request that ~_ms salary be fixed and
<br />offices Turnished as required by law.
<br /> 2. The General Registrar is hereby co~mtmoa~ed the Executive Clerk of
<br />the Board and directed upon his a ss'~aption of s aid office, to perform the following functions
<br />in adm_tzon to those requzred of him by law.
<br />
<br /> (1) To make all arrangements, subject to the approval of the Board, for
<br />the conduct of all elections including the arrang~ent of suitable polling places and the
<br />assembling of the necessary furniture and supplies,
<br /> (B) To study and make recommendations to the Board on the advisability of
<br />zorm_ng additional voting precincts.
<br /> (3) To study and submit to the Board a plan for the conduct of the new
<br />registration ~ncluazng such t~mpora~y assista~uce as may be advisable~
<br /> 3. ~ne Electoral Board of the City of Portsmouth hereby orders a new reg-
<br /> istration of voters for all wards and precincts of the City of Portsmouth, such new registra-
<br /> -~n order to simplify and facilitate
<br /> tion having been dete~,ined as necessary and advisable ~'
<br /> the conduct of elections. Such new _eg~s~ratzon shall take olace January ~ st, 1950 and ~arch
<br /> 31st, 1950; provided, however, no qualified voter who has rtgistered prior to J~uary 1st,
<br /> 1904, shall be required to again register.
<br /> The ;Secretary of the Board is directed to notify the Council of the City
<br /> of Portsmouth of this action.
<br /> 4. BE iT RESOLVED oy the Electoral Board of the City of Portsmouth that
<br /> in lieu of registering voters of said City in p er~nanent bound boekm, the registration of the
<br /> names of voters be made on serial numbered cards, such method of registration being effective
<br /> December 1st, 1949.
<br /> 5. BE IT FURTHER RESOLVED that the State Board of Elections and the ~em-
<br /> bets of the Legislature from the City of Portsmouth, be reques'ted to obtain amendment with
<br /> emergency clause thereon of Cnapte_ 5~1 of the Acts of 19~6, ~o eliminate therefrom the
<br /> clause "or (as to the first new registration) subsequent to August 28th, 1920~.
<br /> 6. The Electoral Board recommends-that persons getting ballots and
<br /> turning them to Clerk's Office be oaid an additional fee of $5.00 for thzs service.~
<br /> Motion of ~Lr. Weiseman that we hold a conference with t~e Electoral Board
<br /> on January 3rd, 1950, to which conference will be invited State Senator Hillard and Represen-
<br /> tatives Bain and Cassell, was adopted.

<br /> The following letter from Joseph A. Fernandes, V310 Seventh Ave., Brook-
<br /> l~ , N.Y. was read:

<br /> On November B5t~, 1949, I visited your office in order to obtain a deed
<br /> for this lot. At the suggestion of ~ir. L. C. Brinson, whom I contacted regarding this matter,
<br /> I am requesting that a deed be fox, yarded to me for said lot.
<br /> Your co-operation in this matter will be apprecz~zed.
<br />

<br /> The following letter from F. N. Carson, President, International Union of
<br />Operating Engineers, was read and referred to the City Eauager:
<br />
<br /> "At a recent meeting of this Local, it was brought to the attention of
<br />the members, some of_the recent unfortunate accidents of the City of Por{smouth and the dif-
<br />ficulty in providing ambulance s ervice to the victims of these accidents.
<br /> It is the unanimous opinion that even a t this late date provision should
<br />be made by the City ounc~± to purchase ~ ambulance ~nd have it manned by a driver that has
<br />been properly instructed and meeting the requirements, to be on duty twenty-f~ur (~) hours
<br />per day, to give service to the ~ufortunate victims of accidents.
<br /> It has been reported that one of the reasons is the cost of such an oper
<br />etlon. ~ao would quibble about the cost of $10,000. or ~l~,O00~ per year, or mots, if one
<br />life were saved? Let's not be "pound foolish and penny wise~ in our deliberationt o save,
