Vth - "Attached hereto is a cop~ o f an ordinance regulating the dis- posal of human waste and excrements in ~he City of Portsmouth, Virginia, prescribing minimum sizes and location of septic tanks and purification fields, and providing a punisb~ent of failure to comply.
