Health Officer having jttrisdiction over such production is properly enforcing such re,
and ttu~ess past~eurized as l~rev!ded in this Chapter.
Nol milk shall ~esold, offered for sale or distributed in the City as
pasteurized milk, for h~can consumption within the z~y, unless the same shall have beenT, pas-
teurized w_tn~n the limits of reasonable practi~cable ins~pection by the Health Officer.

The Health Depart~ent of the CDty of Portsmouth and Norfolk operate
under a co-ol~erative agreement with ~ef~rence to inspection and enforcement of their respectiv~
ordinances v~nich are similar in mos~ respec~s~

Quoting Section II of the City ~il~ Ordinance 'Nilk andmil~ products
l~roduced and pasteurized beyond the limits of reasonable practicable in~p~0tion~ involves the
question Of how much additional appropriation the City is ~llz~g to pay for Dairy and Inspec-
tion work. At the present time, the dairy inspectors make inspections of dairies as far as
sixty miles from the City~ ~ithout znvolv~ng much or any addz~_on~! e xpense~ probably this
distance could be extended to seventy-five or eighty mile~ without any additional cost above
present appropriation~ for Dairy ~ud ~ilk inspection work~

If the milk and dairy inspection work were extended to include dairi~
located within one htuudred twenty-five miles from the City, it would be necessary to provide
an additional appropriation for this work. There are approximately twenty d'ai~ies in the vici~
......... ~ ~ ' shipping milk to
ni~y of Lawr~neevzlle and.ezghty dazrzes an. the. vz,c~n~yo ~ Am?las which are
distributors in Tidewater, Virginia~ ~ne dairies in La-~rencevzlle district have been inspect-
ed by the State Health Department personnel° The dairies Lo. the Amelia district have been in
~pected by tike Dairy and Food Division of the~ ~tate Department ~f Agriculture ~nda lsc, the
personnel-from the Norfolk Health Depar*~ment. In order to inspeet the dairies in these two
districts~ at least once a month, it would r~quire th~ time of one inspector for at least a
full w eek~
In case th'e ~ity wanted~ ~o make monthly inspections of dairies located
two hundred miles or mcr& distant Trom, the City, a furt~her additional appropriation would be
required to do this work~ In the Staunton district, there are approximately one hundred sixty
dairies which are ~,~ipping milk to producers in Tidewater~ Virginia. In order to make inspee-
tion~ of these dairies~ it'would require that ~n inspector spend at least two weeks in the
area~ At the present time, these dairies in the ~taunton district have been inspected by the
Food and Dairy Division o f the State Department o f Agriculture and also, the persor~uel from
the Norfolk Health Department.

At the pres&n~ ti~e, 7~% of the milk ~sold in Portsmouth i s produced
within sixty miles from the Czty~ All of these dazrzes com~ ,.u~.der the dzrect ~upervzszon,
spection and control of the Portsmouth Health ~artment~ Thzs leaves only 25%of the City
milk supply coming from dairies more than sixty miles from the City cT ~'c~ts~outh. The ideal
City milk suPPly is one inWhich the City can and- does supervise the inspection Of the dairies
and the pasteurization~pl~nts. ~ilk is a natual food ~or bacteria, and the closer the milk
is producedto the citY, the easier it is to control the quality of the milk supply, The City
milk supply ~ho~d .be pasteurized under the direct supervision of the City Health Department.
~ith the pasteurization olants under the direct supervision of the Health Department~ it is
possible at all times ~o ~ake frequent inspections of the'plants ~nd also keep a constant
the ualit of the milk supply. The~~ has been a g~eat improvement in the facilities
check on q y
for better refrigeration o f milk. During the World ~¥ar ii it was found possible to quick-
freeze pasteurized milk whfch had been homogenized and keep it in a ~rozen state for au in-def-
i~ite period of time~ Pasteurized milk of good quality will usually keep in the average
mechanical household refrigerator three or four days~

~Lv..%.J.
