<br />coted on approximately thirty acres of land at the southern end of the g elf course and bounded
<br />as follows - on the south by the Atlantio~oast Line Railroad, on t he east by the property
<br />owned by the Cast Estate andothers, on the north by a line at some point south of Locustway
<br />~rive extended and ~ ~he west by West Road and t~at the land presently owned by the City
<br />north of Hartford Street extended a~d opposite the Jo~hnTyl~r Schdol be developed and used as

<br />was'adopted and that it was determined at that time that it was not out ef liue, and I do not
<br />~ecommend a change in the ordinance."

<br />Nr. Howard, the City Nanager was instructed to secure additional information on t he question
<br />of milk permits for out of town dairies and report back to Council.
<br /> I respectfully submit the following: _~ne City of Portsmouth,Va.
<br />adopted an ~rdinance on January llth~ 1944, regulating the production-a nd distributiCn of
<br />milk and milk products wdthin the City. limits of Portsmouth, Virginia, on April 8th, 1947,
<br />amended Section li of the said ordinance.
<br /> The ordinance closely follows the regulations set forth in t he
<br />UnitedBtates Public Heaith Service Nilk ~ode. Section ~ of the ordinance reads as follows:
<br />"It shall be tmlawful for any person~ to bring into or receive in~o the City of Portsmouth,
<br />Virginia, or its Police jurisdiction, for sale, or to s ell~' ~ offer for sale therein, or to
<br />have in storage where milk or milk products are sold or served, any milk or milkt~oduct de -
<br />fined in this ordinance, who does not possess a permit from the Health officer of the City of
<br />Portsmouth, Virginia."
<br /> Section ll as amended reads as follows:
<br /> "Nilk and milk products produced and pasteurized beyond the lim-
<br />its of reasonable practicable inspection.
<br /> No milk or milk product (except certified milk and milk products
<br />made from or with Qe~tified milk), ~roduced beyond the limits of reasonable practicable inept-
<br />rich-by the Health Officer of the Czty, shall be sold, offered~r sale or distributed in the
<br />City, for human coneumptionwithln the City, unless produced under regulations equivalent to
<br />the requirements by this Chapter, provided the Health Officer shall satisfy himself that the
