A~ril 25th, 1950 <br /> <br /> I therefore recommend that an ordinance be placed on its first <br />reading providing for the apppimtment of a committee with authority to cremate the said bonds <br />after a pr6per record has been made and filed in lieu of the bonds.,, <br /> <br /> Motion of Mr. ~eiseman that the City Attorney be instructed to pre- <br />Dare proper ordinance~ was adopted. <br /> <br /> ll~h - "I-submit herewith a report on audit of the Clerk of the <br />Hustings Court of the City of Portsmouth, Va.~ as submitted by the ~uditor of Public Acconnt~ <br />Commonwealth of Virginia and also a report from the Compensation Board on the Clerk of the <br />Circuit Court and the Clerk of the Hustings Court dated April 20, <br /> <br />On motion filed. <br /> <br /> 12th - "I submit herewith a report of the Utilities Committee of <br />the Chesapeake and Potomac Telephone Company Rate case, made by Morton L. Wallerstein~Counsel <br />and also a report of the Utilities Committee of the Chesapeake and Potomac Telephone Company <br />Rate Case in Richmond April l~, 1950. <br /> I recommend that the City of Portsmouth participate in th <br />appeal in an amount not to exceed the sum of $621.6G." <br /> <br /> On motion of Mr. Weiseman~ an appropriation of $621.60 for the <br />above purpose, was placed on its first reading. <br /> <br /> 13th - ~The George T. McLean Company has erected eighty houses <br />west of Trt~xton, in Maplewood Park, and has provided all of the sanitary sewers including <br />trunk lines and connections~ at his own expense, and requests that the City relieve him of <br />~he ~25.00 per connection fee. <br /> I recommend that since the entire exoense has been borne <br />by the property owner~ that he be relieved of paying this connection fee~" <br /> <br />Manager was adopted. <br /> <br />Motion of Mr. Grimes th concur in the recommendation of the City <br /> <br /> l~th - "I am submitting herewith an estimate of the cost of relo- <br />cating certain wires over and~ross the property recently purchased from the Atlantic Coast <br />Line Railroad for the purpose of a site for the proposed new colored High School. <br /> The cost of relocating the wires is coneiderably more than <br />we had anticipated and the original appropriation in the sum of $7~00.OO is insufficient to <br />pay the entire cost and I recommend that an additional sum in the amount of $15~O.00 from the <br />Utility Tax Fund be placed on its first reading~ for the purpose of supplementing the appro- <br />priation in payment of the entire cbst of acquiring the property and relocatimg the wires." <br /> <br /> Motion of Mr. Warren t~hat an ~d~itional appropriation of $1.,500o00 <br />from Utility Tax fund for the above purpose, be placed on mts first reading~ Was adopted. <br /> <br /> · 5~ ,~ ~I s~omit herewith a letter from R. C. Barolay~ City Attor- <br />ney~ concerning the purpose of a lot in block thirty-six on the p~at of Pre,tis Park from <br />Dr. F.S. Nolan. I recommend that the s~n of $250.00 be placed on mts first reading for the pu~ <br />pose of purchasing this let." <br /> <br />pose be placed on its <br />I' ~ risen." <br /> <br /> Motion of Mr. Grimes that an appropriation of $250.00 for said put- <br />first reading~ was adopted. <br /> <br />16th "I am submitting herewith a letter from Judge Lawrence W. <br /> <br /> Attached- <br /> "I wish to call attenti°n to the crowded condition of theClerk's <br />office and to the lack ~f facilities therein for individuals who are compelled to resert ther~ <br />to in reference to titles to property, information as to marriages~ probate of wills and grin <br />lng of administrations and suits, b otb civil and criminal. <br /> The present office does not afford room for expansion to accommo- <br />date many necessary filing cases which are required to properly house the record books~ wills~ <br />marriage license~ deeds~ suits~ and other papers. All records are required to be kept and <br />filed in the offmce permanently. Sometime ago, it became necessary for the Clerk to request <br />the closing in of a certain portion of the hall in order to place the records for which there <br />was no room in the office proper. Many books which ere in current use are piled on top of <br />tables and cabinets frequently without reach except by.using a s top ladder. The table space <br />upon whieh the la~yers may work is practieally nil on account of this condition and there is <br />no way to remedy it except by securing additional table space, and there ~ ne space available <br />in the present office. <br /> A very serious condition is being created by reasen of the manner <br />in which these books have to be handled becamse of lack of space and the placing of them on <br />top of e~e another. This leads to ~pid deterioration, and tmless the records are properly <br />taken care of~ they will eventually entail a sermous expense on the City in having them re - <br />paired. Many of them need repairing at the present timer and the longer this condition exist~ <br />the more rapidly others will deteriorate. <br /> I am greatly concerned about the security of the records and am <br />now formally requesting that theOouncil immediately take such a~tion as is necessary to ¢or- <br />rec~ the conditions outlined above." <br /> <br /> Motion ~f Mr. Bilisoly that the City Manager be instructed to try <br />to secure additional space for the C~erk of the Court~ was ad°Pred. <br /> <br /> 17th - ~The question of opening t~e ditch at Deep Creek B~zle- <br /> <br /> <br />
