(3) feet of City orooerty e~t _of the oresent U.S. Government <br />property so vnav ~nis oumldmng might be permanently located in a ne~ position~ allowing the <br />construction of the tunnel on the rear end of this parcel of land. <br /> We wish to amend this request to the effect that we s~e asking the <br />City of Portsmouth to grant consent to an encroachment of aporoximately three (3) feet on the <br />property of the City of Portsmouth~ with the stipulation that if the United States of America <br />decides to destroy or to sell this building~ that the Elizabeth River Tunm_el District agrees <br />to alter the front of the building to such au extent that its encroachment on city property <br />iS removed. <br /> ~nis authority for an encroachment is requested to be made out in <br />the name of the United States of America, acting by and through the Housing and Home Finance <br />Administrator 8nd the Commvm~tyFacility Service. <br /> Hoping that the authorities of the City of Portsmouth will b e able <br />to'gramt this permit~ at the next Cozmcil meeting: we are: <br /> <br />Yours very truly~ <br /> <br />Russell'S. You will note that the tracks to be removed are colored in yellow. ThSse to be consoli- <br />dated and ~nstalled for this period are in green, <br /> As it affects the City of Portsmouth to the greatest extent~ your <br />attention i s invited to the necessity of laying a new track on Crawford St. from Bart St. to <br />approximately Columbia St. as sho%~. This %~ll, of course: require the laying of this ~ack <br />through the present surfac_ns of Cra%~ord Bt. and will~ of course~ necessitate its removal. <br />Uuon the conclusion of~the construction~ Crab, ford St. will be resurfaced and returned to ~its <br />present existing condition. <br /> Phase two shows the condition existing after the temporary struc- <br />tures for supporting the tracks over the tunnel have been released s~d the return of the Sea- <br />board track to its permanent position as shown in yellow. <br /> In order to prevent the flooding of the construction area: it is <br />hoped that the City of Portsmouth will allow the diversion of the present creek which flows <br />from Court St. to the Cathole. The excavation for the new chan_uel for this creek is to be <br />done in accordance ~th the ~shes and subject to the approval of the City Engineer of Ports- <br />mouth mud the Seaboard ~rline Rail%my, through whose property this creek runs at present. <br /> It is additionally requested that theCityof Portsmouth grs~t a <br />temporary permit to install two poles- one at the junction of South and Cravrford and the <br />other on South St. adjacent to the Sea'Ooard ~irline property. This is for the ourpose of sup- <br />porting existing telegraph: signal and power lines whiehare now installed adjacent to the <br />working area and must be moved." <br /> <br /> Motion o f ~. Sturtevant to concur in the recomm_endation of the <br />City Manager v~s adopted. <br /> <br /> Motion of u ' <br /> ~. Henderson that the City Manager be authorzzed to <br />make necessary arrangements for the re-routing of the buses when Cra%.rford St. and ~ourt St. <br />are closed d~ing the construction& the t~_n_uel: was adopted. <br /> <br /> Motion of Mr. Houghton to suspend the rules to hear from any one <br />who wished to soesk relative to changing the hours for selling beer in the City of Ports - <br />mouth, was adopted. <br />~.JohnWilliams: representing the Tidewater A.B.C. licensees:. <br />spoke requestLng that the hour for selling beer be extended from ll:00 P.M. to 12:00 midbight. <br /> <br /> Motion of F~. Houghton that the following resolution be fo~.zarded <br />to the A.B~C.
