February 11, 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, February 11, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn Ill, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Mrs. Rosa Wells-Garris opened the meeting with a presentation on African- <br />American History Month and prayer which was followed by the Pledge of Allegiance <br />to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to approve the minutes of <br />a Called Meeting on January 28, 1997; a Regular Meeting on January 28, 1997; and <br />was adopted by unanimous vote. <br /> <br />97-40 - Presentations: <br /> <br />· Proclamation presented to Jean Hilton, Portsmouth Music Club, for American <br /> Music Month. <br /> <br />· Proclamation presented to Dr. Elizabeth Daniels, President of the NAACP, for <br /> "African American HistOry Month." <br /> <br />- PUBLIC HEARING - <br /> <br />97 - 41 - Public hearing on rezonings and use permits: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to defer consideration of <br />agenda items 97-41(c) Z-96-14 and 97-41(e)UP-96-29, per the request of the <br />applicants to the March 11, 1997 regular meeting, and was adopted by unanimous <br />vote. <br /> <br /> *Councilman Martin noted that he would abstain from consideration and voting <br />on agenda item 97-41(e) due to his firms' representation of the applicant. <br /> <br />(a) Z-96-12 <br /> <br />CITYWlDE - Rezoning application of the City of Portsmouth for <br />technical corrections of previous Citywide Comprehensive rezonings. <br />The neighborhoods involved are Twin Pines, Peachtree, Ebony <br />Heights, Westhaven, Highlands, Truxtun, Cavalier Manor, River Park, <br />Northside, and Cradock. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to concur with the <br />recommendation of the Planning Commission that Z-96-12, be approved on first <br />reading, excluding consideration of the Ebony Heights rezoning which was deferred <br />to the March 11, 1997 regular meeting, and was adopted by unanimous vote. <br /> <br />(b) Z-96-13 <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Rezoning application <br />of James E. Keene for a rezoning from Residential Single-Family RS- <br />75 to Commercial C-2-K at 1405-1407 Portsmouth Boulevard. <br /> <br />1. James Keene, 1508 Carson Crescent, spoke in support of the proposed rezoning. <br /> <br />2. Reggie Alien, 1421 Wilcox Avenue, spoke in support of the proposed rezoning on <br />behalf of the Brighton/Prentis Park Civic League. <br /> <br /> Motion by Mr. Berm, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that Z-96-13 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
