Since these funds are being t~ned in to the City Collector as Revenue Accounts~ it is necessary that an additional appropriation in the sum of ~36:7~8.%3 be authorized in order to balance the account. I therefore recommend that an appropriation of this amount be placed on its first reading." The last paragraph of an ordinance adopted by the City Council on January 23rd: 194~: reads as follows: 'No charge shall be remitted or rended by any officer of the City or the City Council.' I therefore can not recommend the refund of this charge for the use of the stadimm~ and I am of' the opinion that the only %~y the refu/~d can be made %~ill be to emend the entire ordinance." I reconm~end that the Resolution be adopted. Resolution - "WHERK~.S~ the Portsmouth Redevelopment and Housing Authority has offered to sell to the City of Portsmouth for the sum of $28,~20,OO the tract of land lying between Glasgow Street and the land sho%mon the plat of Port Norfolk~ c~ntaining 15.75 acres, more or less~ and pur- chased by ~t for the Jeffrey Wilson Home Site, and it appears desirable for the City of Portsmouth to purchase said land.
