Barclay~ <br />City Attorney. <br /> <br /> The following Notice of the PlarLuing and Zoning Commission was read: <br /> <br /> "Pursuant to the provisions of the Zoning 0rdinance~ notice is <br /> give~ that a public hearing will be held at 7:30 P.M.~ on Tuesday~ August 22nd~ 19~0~ in the <br /> Court of Hustings Court Room~ Court House Building~ Portsmouth~ Virginia~ for the purpose of <br /> altering zones snd reclassifying the following property: <br /> 1. Northeast corner of Edwards and Seventh Sts.~ <br /> running north on Seventh St.~ 121 feet~ r~ing <br /> east on Edwards St. 70 feet from Residential <br /> Class D to Commercial Class F. <br /> 2. Northeast corner of Seventh Ave. and Columbia St.~ <br /> 60 feet on Columbia St.~ from Residential Class C <br /> to Commercial Class F. <br /> 3. 182~ County ~t., 30 feet by lO~ feet from Two-Family <br /> Dwelling Clas~ C to Commercial Class G." <br /> <br /> Motion of~o Grimes to approve the recommendation of the Eoning <br />Commission was adopted. <br /> <br /> Motion of Mr. Howard that the rules be suspended and that privilege <br />of the floor be granted Mr. Fryer representing the Central Labor Union~ was adopted, <br /> <br /> Mr. Frye reported on the progress of plans for the celebration of <br />L~bor Day and requested that the City Council proclaim the week of September 2nd-9th as Union <br />Label Week. <br /> Motion of Mr. Weise~an that this request be granted was adopted. <br /> <br /> The following reports from the City Ma~ger were read: <br /> <br /> 1st - "I am submitting herewith a proposed letter to the Hampton <br /> Commission and I recommend your approval of same," <br /> <br /> Motion of ~. Houghton to concur in the recommendation of ~he City <br /> <br />Roads Sanitation District <br />Manager was adopted. <br /> <br /> Attached - '~qeferring to your letter of July 20th~ 19~0~ I have been <br /> authorized by the City Council of Portsmouth: Va. ~ to advise <br /> you as follows: <br /> 1, The HamPton Roads Sanitation District Commission <br /> will convey to the City all facilities now o~ed <br /> by it which are located within t~e present city <br /> limits of Portsmouth. <br /> 2. The Hampton Roads Sanitation District Co~nission will <br /> relinquish all rights and interests that it may have <br /> in the present city limits of POrtsmouth~ provided~ <br /> however~ that the computation of any capital costs <br /> which the City may determine to be due it as a part of <br /> annual treatment expenses~ will not include the cost of <br /> these facilities to be transferred to the City under <br /> the terms of this agreement, <br /> 3. The C. ity willpay the Hampton Roads Sanitation District <br /> Co~lamssion $250~000.00 for these facilities~ payable <br /> not latar than January lst~ 19~1~ subject to the approval <br /> of the title and other legal matters pertaining thereto~ <br /> by the ,City Attorney of Portsmouth~ Va," <br /> <br /> 2nd - "I am submitting herewith the 'Report on S~vey of the Fisca~ <br />~ c~mvmtmes and Records of tlie City of Portsmouth~ Virginia' prepared by the Auditor of Public <br />&ccounts of the Conm~onwealth of Virginia snd reco~m~.end that ~he City Council approve the re - <br />port and that the City Manager be authorized and dlre~ted to put into effect t~e various <br />changes recommended in the report as Equipment Personnel~ Office and Storage Space~ and other <br />facilities can be provided." <br /> <br /> Motion of Mr. Houghton to concur in the recommendation of the City <br />Manager was adopted. ~ <br /> <br /> 3rd - "Attached herewi2h i~ a Memorandum of Agreement for the erec- <br />tion of a scoreboard at the Portsmouth Stadium. I recommend that an appropriation of $800,~0 <br />for the installation of necessary wirihg and providing poles for same~ be plac&d on its first <br />reading~ and t_hat the City Manager be authorized to si~n the agreement on behalf of the City." <br /> <br /> Motion of Mr. Bilisoly that an appropriation of $800.00 be placed on <br />its first reading and that the contrabt be referred to the City Manager and City Attorney~ was <br />ad op ted ~ <br /> <br /> 4th - "I am inclosing herewith a deed from the Seaboard ASr Line <br />Railroad Company for easement for Columbus Avenue on and over the property o~' the Ramlroad. <br /> <br /> <br />
